About the role

Concept Plus is seeking a Scrum Master (Lead) to provide servant leadership and Agile delivery oversight supporting client IT systems across development and operations, enabling high-performing teams and driving effective Agile execution. This role requires knowledge and understanding of client IT processes and technology stack (DevSecOps CI/CD, Cloud One, Oracle, Java). Client systems are deployed in classified and unclassified environments in DISA and Cloud. The Scrum Master (Lead) provides thought leadership in modernizing and enhancing client systems through Agile practices, continuous improvement, and team enablement, and serves as a key interface with the customer and Program Management Office (PMO).


The Scrum Master (Lead) facilitates and coordinates Agile execution across capability delivery teams, including development Scrum teams, Cloud Engineering, and DevSecOps Platform resources. This role drives Agile ceremonies, removes impediments, ensures alignment to program priorities, and promotes transparency through tools such as Jira and Confluence. The Scrum Master (Lead) fosters collaboration, accountability, and continuous improvement, enabling teams to deliver high-quality, incremental value in alignment with mission objectives.


What you'll do

  • Facilitate Agile ceremonies (e.g., sprint planning, daily stand-ups, sprint reviews, retrospectives, backlog refinements) for one or more Scrum teams, ensuring effective collaboration and delivery of IT system increments 
  • Set up JIRA Boards and manage regularly to create AGILE documentation, monitor team progress, ensure transparency of work, and provide insights on team performance via burndown charts, velocity tracking, and other relevant metrics. 
  • Collaborate with the Project Manager, Technical Architect, and Product Owners to align team efforts with the customer objectives. Serve as the main point of contact between the team and stakeholders, ensuring clear and consistent communication. 
  • Track and report team progress using approved tools (e.g., Jira, GitHub, ServiceNow), contributing to Biweekly Status Reports with updates on sprint outcomes, impediments, and resolutions 
  • Actively identify and remove any blockers or obstacles that hinder the team's ability to meet their sprint goals. 
  • Support the integration of Continuous Integration/Continuous Delivery (CI/CD) practices into team workflows, ensuring seamless coordination with release schedules and deployment pipelines. 
  • Identify risks early, work with the team to address them, and escalate as necessary. 
  • Ensure Agile execution aligns with client standards, contract requirements (PWS/CDRLs), and SDLC controls
  • Support audit readiness, documentation, and traceability (requirements → delivery)
  • Integrate Agile delivery with program governance and reporting structures
  • Support customer demos, user engagement, and operational feedback incorporation
  • Align team execution with program-level objectives, roadmaps, and milestones
  • Coordinate across multiple Scrum teams
  • Coordinate with DevSecOps and platform teams to ensure smooth integration into CI/CD pipelines
  • Support automated testing, release management, and deployment readiness
  • Facilitate all Agile ceremonies (Daily Standups, Sprint Planning, Reviews, Retrospectives)
  • Coach teams on Agile principles, Scrum practices, and continuous improvement
  • Support backlog refinement in partnership with Product Owners and stakeholders
  • Ensure delivery of incremental, mission-aligned capabilities


Qualifications

  • Secret – Fully Cleared Only, must confirm clearance is active 
  • DoD 8140 intermediate certification or DoD 8570 IAM Level II certifications or higher 
  • US Citizens Only 
  • 8+ years of software project experience with a minimum of 5 years working on agile teams. 
  • Certified ScrumMaster (CSM), or Professional Scrum Master (PSM) certification required
  • Experience in DevSecOps environments (CI/CD pipelines, automated testing, cloud platforms)
  • Proficiency with Agile tools (Jira, Confluence)


Preferred

  • Experience working with Agile development teams of 20+ FTEs and be familiar with Agile methodologies. 
  • Prior experience working on DoD or defense contractor programs, particularly with large primes 
  • Bachelor’s degree in IT, Engineering, Computer Science, or a related field; master’s degree preferred.
  • Experience serving as a Scrum Master in DoD or federal IT environments
  • Strong knowledge of Agile frameworks (Scrum, Kanban, SAFe or scaled Agile concepts)
