La Raza Community Resource Center (www.larazacrc.org) (La Raza CRC) is a bilingual, multi-service non-profit organization dedicated to meeting the social service, immigration, educational, and leadership development needs of low-income families and individuals. La Raza Community Resource Center is located in the heart of the historic San Francisco Mission District, the vibrant cornerstone of San Francisco's Latine community. We have been serving the community for over 52 years. Our Social Services Program services include a food pantry, family counseling, educational workshops, support groups, rental assistance, and many other services. Our Immigration Program provides both affirmative family-based immigration services and removal defense. All of our legal and social services for San Francisco residents are pro bono. Together, our programs have evolved to serve our community as an essential destination for the basic needs of recent immigrant families.

Job Summary

The Director of Social Services Programs provides leadership, oversight, and strategic direction for La Raza CRC’s social services department. The Director is responsible for ensuring that social services programs are effectively implemented, responsive to community needs, aligned with organizational goals, and meeting applicable program, contractual, reporting, documentation, billing, and compliance requirements. The Director supervises and develops the social services team, oversees case-management practices and program operations, monitors program outcomes and service quality, and strengthens coordination across La Raza CRC’s social services. The Director also leads the implementation and effective use of PEAR Suite, including staff training, documentation standards, medi-cal billing practices, and compliance with applicable Community Health Worker (CHW) requirements. The position maintains a small caseload of approximately five clients on a rolling basis to remain connected to direct service delivery.


The Director also develops sustainable systems for volunteer coordination and supports compliance with applicable HSA-CalFresh volunteer program requirements. The position may additionally oversee the Emergency Rental Assistance Program and associated housing staff, if assigned. The ideal candidate is a bilingual, culturally responsive, social services leader with strong supervisory, program management, and systems-building skills and a commitment to serving immigrant and historically underserved communities. 


Responsibilities

Social Services Department Leadership & Program Oversight:

  • Provide leadership, strategic direction, and overall oversight of all La Raza CRC’s social services programs and related service delivery. Including, Immigrant Parenting Voting Collaborative, Rapid Response Case Management, Emergency Rental Assistance Program, Parenting and Support Groups (Martes Familiares, Hijas de Sol y Luna, Vouchers for Veggies), Colibri Community Market.  
  • Supervise and support social services staff, ensuring clear expectations, accountability, effective communication, and alignment with organizational goals
  • Oversee program operations, staffing, workflows, and service delivery to ensure programs are implemented effectively, and meet applicable contractual, reporting, and compliance requirements.
  • Identify operational challenges, service gaps, and opportunities for improvement, and develop practical solutions in collaboration with staff and organizational leadership.
  • Ensure social services programs remain responsive to community needs and coordinated with other La Raza CRC program services.

Staff Supervision, Development & Case Management:

  • Conduct regular one-on-one meetings, team meetings, performance evaluations, and ongoing coaching with direct reports.
  • Provide guidance and support on complex cases, client needs, and services delivery challenges.
  • Support professional development, cross-training, and staff growth through coaching, training, and skill -building opportunities.
  • Ensure staff maintain high standards of client service, confidentiality, documentation, and culturally responsive practice.
  • Maintain a small, rolling caseload of approximately five clients, to remain connected to direct service delivery, understand client experiences and service barriers, and model effective case-management practices. This caseload is intended to complement, rather than constitute the primary function of the position.

PEAR Suite, Data, Billing & Compliance:

  • Lead implementation and effective use of PEAR Suite and other applicable client management and reporting systems within the social services department.
  • Train and coach staff on PEAR Suite workflows, client records, case notes, service tracking, referrals, and required documentation.
  • Establish and monitor standards for accurate, timely, and complete documentation, including documentation required for billable services and Medi-Cal billing. 
  • Ensure compliance with applicable PEAR Community Health Worker (CHW) requirements, including staff training, documentation, and service tracking.
  • Monitor, data quality, billing, and program outcomes;identify issues and ensure timely corrective action.
  • Coordinate with Finance, Administration, and other relevant staff regarding billing, reporting, data, and compliance needs.

Volunteer Program Development & Oversight:

  • Develop and implement a sustainable volunteer-management model supporting La Raza CRC’s community market and social services programs.
  • Partner with FRS Coordinator to establish systems for volunteer recruitment, screening, onboarding, training, scheduling, communication, supervision, retention, and recognition. 
  • Supervise the FRS Coordinator to Ensure volunteers receive appropriate training regarding client confidentiality, safety, cultural humility, and program expectations.
  • Supervise the FRS Coordinator to ensure maintenance of required volunteer records, including hours, attendance, and CalFresh verification documentation, and support compliance with applicable CalFresh Community Works Program (HSA FRP 1240), volunteer program requirements.
  • Support the FRS Coordinator to Develop systems and train designated staff or volunteers to gradually assume day-to-day volunteer coordination responsibilities.

Program Development, Partnerships and Strategic Improvement:

  • Evaluate social services programs and use client, staff, and program data to strengthen service quality, access, efficiency, and outcomes.
  • Develop and maintain relationships with community partners and service providers to strengthen referrals and coordination services.
  • Support collaboration among La Raza CRC’s social services, immigration legal services, community educations, food access, and other programs.
  • Represent La raza CRC at relevant community, provider, and collaborative meetings.
  • Support grant, contract, and funder requirements, including data collection, reporting, and program deliverables.
  • Assist the Executive Director and Chief of Staff with strategic planning and special projects related to social services. 

Emergency Rental Assistance & Housing Programs:

  • Oversee the Emergency Rental Assistance Program (ERAP) and Dahlia Program, including supervision of assigned housing program staff and volunteers.
  • Ensure housing programs maintain effective workflows, documentation, client communications, reporting, and compliance with applicable program and grant requirements.
  • Coordinate housing services with the border social services department to support comprehensive client services.
  • Ensure Housing Program Manager is maintaining program deliverables and completing monthly reporting and sending to appropriate grantees including to MOHCD via GMS, and MEDA via email.

Immigrant Parent Voting Collaborative Leadership, Education, and Outreach:

  • Coordinate 2-4 community education presentations, workshops and events for Non Citizen Voters (NCV) and civic engagement opportunities.
  • Distribute informational materials on NCV and civic engagement opportunities.
  • Work closely with city stakeholders to monitor and improve implementation of NCV.
  • Train Community leaders (promatoras) to conduct peer to peer outreach on  support with community outreach, and to facilitate workshops.
  • Create informational materials on NCV and civic engagement opportunities.
  • Actively participate in the planning and co-hosting of 1 community event that promotes and addresses the needs of racial equity in the community with immigrant parents.
  • Coordinate volunteers to help get out the vote, during election years.


Qualifications

  • Bachelor's Degree in Social Work, Human Services, Nonprofit Management, or a related field; OR equivalent combination of education and substantial relevant experience.
  • Minimum of five (5) years of progressively responsible experience in social services, nonprofit programs, case management, or a related field, including experience in a supervisory or program leadership capacity. 
  • Experience overseeing social services programs, case management, or client-centered programs serving individuals and families experiencing financial, housing, food, or other significant challenges.
  • Strong understanding of case management practices, community resources, and coordination with nonprofit and public-sector service providers. 
  • Experience developing or improving program systems, workflows, documentation practices, and processes to support effective service delivery and compliance.
  • Experience working with client management systems, databases, or other electronic service-delivery platforms; familiarity with PEAR Suite, Medi-Cal billing, or Community Health Worker (CHW) requirements is strongly preferred. 
  • Proficient in written and verbal English and Spanish
  • Exceptional interpersonal and cross-cultural communication skills, with strong emotional intelligence and the ability to work effectively with staff, clients, community partners, and volunteers.
  • Strong organizational and project-management skills, with the ability to manage multiple priorities in a fast-pasced community-based organization.
  • Comfortable facilitating meetings, training, and presentations for diverse audiences.
  • Proficient with Google Workspace, Microsoft Office, and other commonly used workplace technology; familiarity with nonprofit data,or reporting systems preferred.
