POSITION: Human Resources Generalist

REPORTS TO:  Chief Operating Officer

STATUS: Full-Time; Regular; Exempt

COMPENSATION: Annual Salary $72,000-$77,000 depending on experience and certifications

LOCATION: Sacramento, CA (this position may become eligible for 1 days of remote work after 6-months of satisfactory on-site performance)


JOB SUMMARY: The Human Resources Generalist supports the day-to-day operations of Center by administering a wide range of HR programs and services. This position serves as a resource to employees and managers regarding recruitment, onboarding, employee relations, benefits administration, performance management, policy interpretation, compliance, training, and leave administration. The HR Generalist is responsible for executing human resources strategies in support of the Center's mission, vision, values, and culture while ensuring adherence to employment laws, organizational policies, and best practices.

This position is the Center’s sole HR professional and acts as a liaison between managers and employees on all human resources-related matters, facilitates key communications, and leads or facilitates ongoing human resources-related day to day functions and activities for 40+ FTE organization. This position is supported in part by the Operations Manager, works closely with the Senior Leadership Team and is highly collaborative with all members of the Finance & Operations Team including the Chief Operating Officer, Grant Finance Director, Data Manager, Facilities Coordinator & Custodian, Executive Assistant, and external contractors.

Recruitment, Hiring, and Onboarding

  1. Coordinate recruitment activities including posting positions, screening applicants, scheduling interviews and communicating with candidates.
  1. Assist hiring managers throughout the selection process.
  1. Facilitate new employee onboarding and orientation programs. 
  1. Maintain onboarding documentation and ensures compliance with employment eligibility requirements. 


Benefits & Leave Administration

  1. Support employee benefits administration, including healthcare and retirement plan enrollments, changes, annual open enrollment, termination and employee education
  1. Assist employees with benefit-related questions and concerns.
  1. Coordinate leave administration processes, including Family and Medical Leave Act (FMLA), state leave programs and Americans with Disabilities Act (ADA) accommodations.
  1. Maintain accurate records and documentation related to employee leave requests. 


Training & Performance Management

  1. Coordinate training programs, compliance training and professional development opportunities.
  1. Develop a system for tracking professional development and training activities, alignment with each employee’s professional development plan, and aggregate a monthly agency-level report for senior leaders.
  1. Track employee training records and certification requirements. 
  1. Facilitate 90-day and annual performance review cycles, providing support and guidance to staff and leadership.
  1. Support planning, facilitation, and evaluation efforts for employee recognition, wellness and retention programs. 

 

Employee & Labor Relations 

  1. Serve as a primary point of contact for employees regarding HR-related matters and with the labor union. 
  1. Respond to employee inquiries and provides guidance on policies, procedures, benefits, and employment practices and serves as the primary interface with benefit providers, HRIS systems, payroll providers, legal counsel, and other risk management professionals.
  1. Serve as the lead for employee relations issues including employee complaints and/or grievances; counsel and facilitate communication amongst employees and managers, complete or coordinate investigations with external investigators as necessary, and prepare and maintain related documentation.
  1. Coach managers regarding communication approaches, feedback, recognition and interaction responsibilities with direct reports, making certain that managers are supported in communicating with staff successfully, ethically, honestly, and legally.


Human Resource Operations, Payroll, and Compliance Administration

  1. Maintain employee personnel files and HR information systems with accuracy and confidentiality. Responsible for compliance, maintenance, and confidentiality of employee and other human resource related records in accordance with proper personnel practice, organization policy, contractual agreement, and/or statute.
  1. Serve as primary contact to workers’ compensation carrier and administrators, ensure timely reporting, maintain and monitor all workers’ compensation case files, follow up on open cases, and manage industrial leaves of absence.
  1. Serve as the organization’s compliance officer to ensure all state and federal employment and reporting requirements are met, including but not limited to, Equal Employment Opportunity Commission (EEOC), Americans with Disabilities Act (ADA), Employee Retirement Income Security Act, (ERISA) the Department of Labor, workers’ compensation, the Occupational Safety and Health Administration and Cal/OSHA.
  1. Support all compliance audits agency-wide by producing reports, providing documentation and any HR-related auditor requests. 
  1. Assist with policy development, updates and communication.
  1. Prepare reports, metrics and documentation related to HR activities,Audits timecards before payroll processing and supports leadership in resolving timekeeping issues and clock in/out functions.
  1. Review reports for accuracy and keys payroll data into HRIS system. Runs payroll with the approval of the Chief Operations Officer.
  1. Coordinate employee status changes and ensure the accuracy of payroll and timesheet records, benefits accrual and deductions; Serve as primary payroll administrator.


GENERAL DUTIES:

  1. Functions as a strategic member of the Finance & Operations Team; routinely collaborating with the Leadership Team regarding key organizational and management issues.
  1. Support internal employee steering committees including the Health & Safety Committee and the DEIB Committee, and the Unicorn Committee 
  1. Provide guidance and mentorship to less experienced internal staff, community activists/advocates, and leaders at developing LGBTQ and allied organizations locally and across the country.
  1. Maintain strict confidentiality and the highest level of integrity and professional boundaries in relationships with all program leadership team members, staff, clients, media, and donors. 
  1. Participate in a rotating Leader On-Call Program to support on-site staff in case of after-hours emergencies.

QUALIFICATIONS AND EXPERIENCE:

  1. Direct experience working with a diverse LGBTQ+ workforce, including extensive knowledge of the spectrum of gender and sexual identities and a demonstrated ability to work effectively with people of diverse races, ethnicities, nationalities, socio-economic backgrounds, religions, ages, English-speaking abilities, immigration status, and physical abilities in an intersectional environment.
  1. Personifies an equity mindset--understands and is committed to diversity, equity, inclusion, justice, and belonging in the organization’s work and workplace; experience leading DEIJB initiatives is preferred.
  1. Strong critical thinking skills and high emotional intelligence--consistently identifies, gathers, and applies relevant information to their work; 
  1. Highly collaborative orientation--builds trusting relationships with employees, supervisors, and organizational leadership; helps colleagues as needed, and views responsibilities as shared. 
  1. Experience recruiting diverse candidate pools, developing equity driven compensation and retention programs, and creating manager and employee development and training programs. 
  1. Superior skill in coaching managers with employee relations issues and supporting compliance with laws and regulations governing employment in California.
  1. Thorough knowledge of management principles and practices, organizational development, operations, and applying technology systems related to human resource management.
  1. Experience partnering with external benefit administration providers.
  1. Excellent interpersonal, verbal, and written communication skills including facilitation, conflict resolution, and negotiation skills.
  1. Ability to quickly synthesize and interpret information, present numerical data in a resourceful manner, and skillfully gather and analyze trends in data with an exceptional level of detail.
  1. Exceptionally high level of professional and personal integrity, organizational and individually consistent accountability; and a continuous learning/improvement mindset.

REQURIEMENTS:

  1. Personal commitment to the Center’s mission and work to create a region where all LGBTQ+ people can thrive and a passion for LGBTQ+ issues including a robust understanding of anti-racist frameworks, intersectionality, and systems of oppression.
  1. Education: Bachelor’s degree in related field; five (5) or more years of progressively responsible human resources experience may be substituted for formal education. An equivalent combination of education and relevant experience may be considered. 
  1. Experience: A minimum of five (5) years of human resources management experience with increasing levels of responsibility is required. Experience in recruitment, employee relations, benefits administration and employment law compliance required.
  1. Certifications: Human resources certification, such as, SPHR, PHRca, SHRM-CP or equivalent is a strength.
  1. Computer/Office Equipment Skills: Superior proficiency working with Microsoft Office, particularly Outlook, Word, Excel, PowerPoint, OneDrive, and Teams. Strong experience using digital HRIS & payroll systems (Rippling is preferred).
  1. Language Skills: Fluency in English is required. Bilingual candidates who can speak, read, write, translate, and respond to media inquiries in Spanish are encouraged to apply.
  1. Work Schedule: This position is primarily in-person at the Center’s Lavender Heights location, 9 a.m.-6 p.m. Flexibility is necessary to occasionally participate in evening or weekend events or meetings. 
  1. Transportation: Access to reliable automobile transportation with a valid driver’s license and proof of insurance is required. Occasional travel to 3 additional Center worksites within the Sacramento region is required.
  1. Physical Demands: The person in this position may be required to sit or stand for extended periods, operate office equipment, open and close filing cabinets and boxes, and communicate messages by telephone. 
  1. Background Check: Offer of employment may be contingent on satisfactory results of a criminal history background check.
