Affordable Housing Compliance Specialist
Location: California (Remote with Travel as Needed)
Although this position is fully remote within California, the ideal candidate will be based in Central or Northern California to best support the assigned portfolio and travel requirements.

Position Summary
We are seeking an experienced Affordable Housing Compliance Specialist with demonstrated expertise in California Tax Credit Allocation Committee (TCAC) and HOME Investment Partnerships Program compliance. This role is responsible for ensuring ongoing regulatory compliance across assigned affordable housing properties, supporting state and local agency reporting, and serving as a technical resource to property management and ownership teams.
The ideal candidate has strong working knowledge of TCAC regulatory agreements, IRS Section 42, and HOME program requirements, and is comfortable managing deadlines, audits, and corrective actions in a highly regulated environment.
Key Responsibilities
- Ensure compliance with TCAC, IRS Section 42, and HOME program requirements across assigned properties
- Some HUD Section 8 or Project-Based Section 8 (PBRA and/or PBV)
- Review and approve:
- Initial, annual, and interim income certifications
- Verifications of income and assets
- Rent calculations, utility allowances, and income limit applications
- Monitor adherence to:
- TCAC Regulatory Agreements and Compliance Monitoring Regulations
- HOME Final Rule (24 CFR Part 92) and local PJ requirements
- Prepare, review, and submit compliance reports to:
- TCAC
- Local Participating Jurisdictions (HOME)
- Owners and investors
- Support and coordinate:
- TCAC compliance monitoring reviews
- HOME program monitoring and on-site audits
- Investor and lender compliance reviews
- Conduct internal file audits and implement corrective action plans for identified findings
- Track affordability restrictions, unit set-asides, income targeting, and rent limits
- Ensure proper documentation and record retention in compliance management systems
- Provide technical guidance and training to site-level staff on TCAC and HOME requirements
- Monitor regulatory changes and guidance issued by TCAC, HCD, and HUD impacting compliance
- Maintain accurate compliance records and audit-ready files at all times
Required Qualifications
- Minimum 3–5 years of affordable housing compliance experience with TCAC and HOME programs
- Demonstrated experience with:
- California LIHTC (TCAC) compliance
- HOME Investment Partnerships Program
- Strong working knowledge of:
- IRS Section 42
- TCAC Compliance Monitoring Regulations
- HOME Final Rule (24 CFR Part 92)
- Proven ability to independently review tenant files and income calculations
- Experience supporting TCAC and HOME audits, monitoring visits, and corrective actions
- Strong organizational skills with the ability to manage multiple deadlines
- Proficiency in Microsoft Office, particularly Excel and Word
Preferred Qualifications
- BOS, TCS, COS or other California-recognized affordable housing certifications
- Experience with mixed-finance properties (LIHTC + HOME + other subsidy layers)
- Familiarity with compliance systems such as ResMan, Yardi, OneSite, or similar platforms
- Prior experience working directly with investors, syndicators, or public agencies
- Knowledge of additional California programs (e.g., AHMP, MHP, RAD, or local soft-funding programs)
