Regional Manager – Affordable Housing

Location: Remote - Overseeing our Central California Portfolio

Compensation: $95,000 - $105,000

Reports to: Regional Vice President





Position Summary


The Regional Manager plays a pivotal leadership role in overseeing the performance and operations of a portfolio of affordable housing communities. This individual will guide on-site teams, drive operational excellence, and ensure full compliance with affordable housing programs including LIHTC, HUD.

This position requires a results-driven leader with a deep understanding of multifamily operations, advanced knowledge of affordable housing compliance, and a commitment to supporting property teams through mentorship, accountability, and strategic planning. The Regional Manager will serve as a key decision-maker and change agent, ensuring all assigned properties meet or exceed operational, financial, and compliance goals.




Essential Functions

Operational Oversight

  • Oversee the day-to-day performance of multiple affordable housing communities within the assigned region
  • Conduct regular site visits and property inspections to evaluate operational effectiveness, curb appeal, maintenance conditions, and compliance
  • Monitor rent collection, occupancy trends, lease renewals, budget adherence, and expense controls
  • Lead the annual budget development process for each property and approve budget revisions as necessary
  • Provide strategic input to site-level decisions, resolve operational issues, and support long-term performance goals

Financial Management & Performance Accountability

  • Review and analyze financial reports, income statements, and variance reports monthly to drive financial performance and efficiency
  • Develop action plans with Property Managers to address variances, delinquencies, and underperformance
  • Approve and monitor large purchases, vendor contracts, and capital improvement plans in alignment with budgetary goals
  • Ensure that occupancy goals, collection benchmarks, and NOI targets are consistently achieved

Leadership & Team Development

  • Mentor and coach Property Managers and on-site teams to support high-performing, compliant, and service-driven property operations
  • Participate in recruiting, interviewing, and training new site-level leadership, ensuring alignment with Rainey’s values and performance expectations
  • Conduct regular performance evaluations, provide feedback, and support career development opportunities for all direct reports
  • Foster a team culture rooted in accountability, integrity, and collaboration

Affordable Housing Compliance

  • Ensure all properties maintain compliance with affordable housing requirements including LIHTC, HUD, and other funding sources
  • Support and oversee MOR (Management and Occupancy Reviews), REAC inspections, and state agency audits
  • Partner with the Compliance Team to implement corrective actions, audit file accuracy, and ensure timely completion of certifications/recertifications
  • Stay up to date on all federal, state, and local housing regulations and ensure regional teams are trained and aligned accordingly

Policy Enforcement & Risk Management

  • Ensure company policies, procedures, and housing program regulations are adhered to at all times
  • Identify and mitigate operational and compliance risks across the portfolio
  • Collaborate with executive leadership on incident resolution, legal concerns, and emergency response planning
  • Lead efforts to ensure site-level safety, OSHA compliance, and preventive maintenance practices




Skills & Competencies

Technical & Regulatory Expertise

  • Deep knowledge of affordable housing programs including HUD, LIHTC
  • Experience managing REAC inspections, MOR reviews, lease-ups, and program audits
  • Understanding of federal Fair Housing regulations, ADA, and landlord/tenant law
  • Ability to interpret regulatory documents and guide site teams through compliance procedures

Leadership & Strategy

  • Strong leadership presence with the ability to inspire, coach, and drive performance across diverse teams
  • Conflict resolution, mediation, and problem-solving skills that support staff growth and resident satisfaction
  • Ability to manage competing deadlines and adjust priorities in fast-paced environments
  • Proven record of team building, staff development, and managing underperformance with professionalism

Financial & Analytical

  • Proficiency in reviewing property-level financial statements, income/expense reports, and operating budgets
  • Skilled in developing action plans based on property analytics and market performance
  • High attention to detail with strong analytical, decision-making, and presentation skills

Technology & Systems

  • Proficiency in property management software such as RealPage, Yardi, and Microsoft Office Suite (Word, Excel, Outlook, PowerPoint)
  • Ability to learn and implement software systems used for compliance, financial tracking, and communication




Qualifications

  • Bachelor’s degree in Business, Real Estate, or related field preferred
  • Minimum 5–7 years of experience in property management, with at least 5 years in a regional or senior leadership role
  • Minimum 3–5 years working with affordable housing programs such as LIHTC, HUD or similar
  • Certifications such as CAM, ARM, CPM, HCCP, or COS preferred
  • Valid driver's license and reliable transportation required




Work Environment & Travel Requirements

This position requires frequent travel to properties throughout the assigned region. You must be able to:

  • Travel up to 75% of the time depending on portfolio needs
  • Walk properties including common areas, stairwells, grounds, and building exteriors
  • Sit or stand for extended periods while working at a computer or attending meetings
  • Lift and carry items up to 25 lbs. for site inspections or event needs
