About the role

The Task Force Leader is a supervisory field position responsible for directing the operations of a multi-disciplinary team deployed to support government agencies during disasters. Operating within the Incident Command System (ICS) structure, the Task Force Leader manages assigned personnel and equipment in support of mission objectives such as logistics coordination, debris management, shelter operations, and damage assessments. This role involves overseeing field activities, ensuring compliance with safety protocols, maintaining clear communication with internal and external chains of command, and providing regular status updates. The Task Force Leader ensures accountability for team members, coordinates with other response elements, adjusts tactical actions based on evolving incident priorities, and contributes to the overall effectiveness of the response operation. 


Key Responsibilities

  • Serve as the primary supervisor for all personnel and resources assigned to the Task Force
  • Implement tactical objectives in alignment with the Incident Action Plan (IAP) and supervisor directives
  • Maintain accountability and safety for all assigned team members and equipment
  • Coordinate daily operational assignments, schedules, and resource needs
  • Communicate effectively with Division/Group Supervisors and other ICS units
  • Monitor field conditions and adjust operational tactics as needed to meet evolving priorities
  • Ensure proper documentation of activities, resources used, and completed tasks
  • Report progress, challenges, and resource requests through appropriate ICS channels
  • Support demobilization planning and transition of responsibilities at the conclusion of the mission
  • Uphold ICS protocols, including chain of command, span of control, and documentation standards
  • Assist in the recruitment and onboarding of qualified personnel for deployment during emergency operations
  • Provide just-in-time training, field orientation, and task-specific instruction to assigned team members during grey-sky operations
  • Support development and delivery of training exercises, drills, and pre-deployment briefings in blue-sky conditions
  • Identify skill gaps or training needs among cadre members and recommend improvements to readiness programs
  • Mentor less experienced staff and ensure operational standards are maintained across deployments

Qualifications

  • Completion of required ICS training (IS-100, IS-200, G-300; G-400, IS-700, IS-800).
  • Field experience in incident operations and resource management.
  • Knowledge of tactical operations relevant to the incident type (e.g., fire, law enforcement, medical, public works).
  • Strong leadership and communication skills to manage diverse field teams.
  • Ability to assess and adapt to changing field conditions.
  • Familiarity with incident safety protocols and accountability procedures.
  • Experience working within a multi-agency or unified command structure is preferred.
  • Minimum of 10 years of professional experience working in supervisory or managerial roles within the fields of Emergency Management, Law Enforcement, Emergency Medical Service or Fire Service
  • Strong understanding of the National Incident Management System (NIMS) and Incident Command System (ICS) protocols. 

Preferred Skills

  • Previous experience in military, public safety, emergency management, emergency medical, fire service or related sectors.
  • Knowledge of federal and state emergency response regulations.
  • Experience working in Logistics, Debris Management, Sheltering, or Communications.
  • Knowledge of FEMA reimbursement policies and procedures.
  • Advanced problem-solving and critical thinking skills.
  • Multilingual proficiency an advantage, particularly in Spanish and Haitian Creole

 

Additional Qualifications

  • Must be at least 18 years old.  
  • Must be eligible to work in the United States. 
  • Must pass a background check upon offer of employment.  
  • Must be willing and able to travel to various work sites as needed. 
  • Must be willing and able to work long hours and adapt to changing environments.
