Position Summary

SIRIS is seeking a motivated and detail-oriented Project Manager to support an Electronic Health Record Modernization (EHRM) project at the VA Medical Center in Bath, New York. The Construction Project Manager will serve as an owner's representative, supporting the Program Manager and VA stakeholders in the administration, oversight, reporting, and coordination of complex healthcare construction projects within an active medical facility.

The successful candidate will assist in monitoring project performance related to budget, schedule, quality, safety, risk management, and contract compliance while collaborating with contractors, architects, engineers, government stakeholders, Contracting Officer Representatives (CORs), and facility personnel.

This position requires a strong understanding of construction management principles, federal construction processes, and the unique challenges associated with performing construction activities in occupied healthcare environments.

Who Will Succeed in This Role

This role is best suited for professionals who have experience supporting federal, healthcare, institutional, or mission-critical construction projects and possess a working knowledge of construction administration, project controls, and contract management.

Successful candidates will have experience with:

  • Federal construction projects, including VA, DoD, USACE, GSA, or other government agencies.
  • Healthcare facility renovations, infrastructure modernization, and occupied hospital construction.
  • Electronic Health Record Modernization (EHRM) or healthcare technology infrastructure projects.
  • Data center construction, telecommunications upgrades, and network infrastructure installations.
  • Electrical distribution, utility upgrades, and building systems integration.
  • Equipment installations, server room modifications, and administrative space renovations.
  • HVAC modifications, commissioning activities, testing, and startup coordination.
  • Construction financial management, budget monitoring, cost tracking, and change order administration.
  • Construction scheduling, Integrated Master Schedule (IMS) coordination, and schedule analysis.
  • Quality Assurance (QA), Quality Control (QC), and Quality Management Plan implementation.
  • Construction contract administration and project documentation management.
  • Risk identification, issue resolution, and executive-level reporting.

Key Responsibilities

Construction Administration & Project Oversight

  • Assist in implementing and monitoring project management plans related to quality, safety, schedule, cost, and information management.
  • Review construction drawings, specifications, contract documents, and submittals to identify inconsistencies, deficiencies, and potential project impacts.
  • Monitor contractor performance and progress against approved schedules and project milestones.
  • Participate in construction progress meetings and provide recommendations regarding schedule, budget, quality, and risk issues.
  • Support coordination between contractors, A/E teams, VA stakeholders, CORs, facility personnel, and end users.
  • Maintain project tracking systems and documentation supporting program oversight activities.

Financial & Contract Administration

  • Monitor project budgets, cost performance, and financial forecasts.
  • Review contractor pay applications, budget forecasts, change orders, and contract modifications.
  • Support claims administration and change management processes.
  • Analyze cost trends and provide recommendations to project leadership.

Scheduling & Project Controls

  • Review and analyze baseline schedules and contractor schedule updates.
  • Support Integrated Master Schedule (IMS) coordination and schedule management activities.
  • Evaluate project progress and identify schedule risks, delays, and recovery opportunities.
  • Prepare schedule performance reports and executive-level status updates.

Quality Assurance & Compliance

  • Support implementation of Quality Assurance and Quality Management Plans.
  • Review testing, inspection, commissioning, and quality documentation for compliance with contract requirements.
  • Verify contractor work documentation and reported progress for conformance with approved plans and specifications.
  • Assist with risk management activities and issue resolution efforts.

Reporting & Communication

  • Prepare construction progress reports, executive briefings, meeting minutes, correspondence, and program status updates.
  • Maintain accurate project records and reporting tools.
  • Communicate effectively with project stakeholders at all organizational levels.

Healthcare Construction Environment

Given that work is performed within an active VA medical facility, the Construction Project Manager must understand and support:

  • Patient safety requirements.
  • Infection Control Risk Assessment (ICRA) protocols.
  • Interim Life Safety Measures (ILSM).
  • Utility shutdown planning and coordination.
  • Noise, vibration, and dust mitigation measures.
  • Construction phasing and sequencing to maintain uninterrupted healthcare operations.
  • Coordination with hospital staff, clinical personnel, and facility leadership.

Education & Experience

Education

  • Bachelor's degree from an accredited college or university in Construction Management, Engineering, Architecture, or a related field.
  • In lieu of a degree, fifteen (15) years of directly related construction management, construction administration, or project management experience may be substituted.

Experience

  • Minimum three (3) years of project management, construction administration, construction management, or related construction experience.
  • Experience supporting federal construction projects is required.
  • Experience working with general contractors and subcontractors and understanding construction site operations.
  • Experience with construction financial management, schedule management, project controls, and contract administration.
  • Experience reviewing construction documents, drawings, specifications, and schedules.
  • Experience coordinating multiple project stakeholders, including contractors, A/E teams, government representatives, CORs, and end users.
  • Strong analytical, written, and verbal communication skills.

Technical Skills

  • Proficiency with Microsoft Project, Microsoft Office Suite, SharePoint, and construction management software platforms.
  • Ability to analyze schedules, budgets, construction documentation, and project performance metrics.
  • Understanding of project controls, quality management, risk management, and change management principles.

Preferred Qualifications

  • Healthcare facility construction experience within occupied medical facilities.
  • VA healthcare construction experience.
  • Electronic Health Record Modernization (EHRM) project experience.
  • Healthcare infrastructure modernization experience.
  • Autodesk Build and Autodesk FORMA experience.
  • Integrated Master Schedule (IMS) coordination experience.
  • Commissioning coordination experience.
  • Quality Assurance Surveillance Program (QASP) experience.
  • OSHA 30 certification.
  • Certified Construction Manager (CCM), Project Management Professional (PMP), Professional Engineer (PE), or equivalent construction industry certifications.

90,000 - 110,000 USD per year (Bath, NY)
