Position Overview

 

 The Senior Finance and Operations Officer is responsible for managing the financial health of the Zambia project and ensuring financial accuracy and stability. The Sr. Finance and Operations Officer will coordinate with the Regional Director of Finance and Operations to create streamlined accounting processes and provide financial management support to the departments. 


 The Senior Finance and Operations Officer is also responsible for managing daily financial processes and transactions, enforcing compliance with finance-related laws, procedures, and regulations such as tax filing and financial reporting.


The Senior Finance and Operations Officer reports directly to the Country Lead and the Regional Director of Finance and Operations.

Roles & Responsibilities


Financial Accounting, Budgeting, and Reporting:  

  • Oversee all accounts, ledgers, and reporting systems, ensuring compliance with accounting standards and regulatory requirements. Review and improve processes routinely to ensure efficiency and accuracy.  
  • Coordinate with Regional Finance team and manage the efficiency and accuracy of monthly financial close process.  
  • Ensure the timely and accurate upload of financial transactions into the accounting System.  
  • Ensure that Payment Requests are sufficiently supported by source documents and that required authorizations are in place. 
  • Manage country office cash flow forecasting by working in partnership with budget owners and budget managers to assess the financial efficacy of program operations and establish finance and administrative systems to support program operations. 
  • Track the transfer of funds between headquarters and manage accounting and finance records of in-country expenses. This includes developing tracking and monitoring systems for all financial project activities and maintaining current project expense data. 
  • Oversee the accuracy of partner and consultancy payments as per the contractual agreements. 
  • Ensure that all financial transactions are appropriately documented, coded, and conform to donor and organization guidelines.  
  • Ensure accuracy and correctness of month-end bank and cash reconciliations in accordance with the organization’s policies.  
  • Managing the payroll function by overseeing payroll processing & ensuring compliance with labor laws and regulations. 
  • Assist the Regional Finance team in the annual budgeting and planning process. 
  • Prepare monthly budget vs actual expenditures reports to the Senior Leadership Team. 
  • Prepare timely government reports and returns in accordance with local regulations.  

 

Financial Process and Internal Controls:

  • Provide on-going financial knowledge training to non-finance project teams to strengthen finance knowledge to ensure financial compliance.  
  • Work with Regional Finance to ensure that the appropriate financial controls, tools, and systems are in place and comply with donor policies, IPSAS standards, internal policies, procedures, and regulations. 
  • Travel to field location(s) as necessary and provide oversight to field office financial systems and processes. 

Operations and Partner Management: 

  • Manage project procurement in accordance with organizational policies and maintain accurate and up-to-date procurement records for audit and reporting purposes. 
  • Identify and prequalify suppliers and manage vendor contracts 
  • Oversee the receipt, storage, and issuance of inventory. Maintain inventory records and conduct regular stock reconciliations. 
  • Review partner financial documentation for compliance and completeness 
  • Support the Regional Director in financial monitoring and capacity building of local implementing partners 

 

Audit and Compliance:

  • Manage External annual audit processes and ensure the report has no material weaknesses. 
  • Coordinate in-country statutory audits and reports to donors and regulatory bodies.  
  • Ensure that all required tax reports to tax authorities (including Income, pension, and withholding) are completed, submitted, and archived accurately and on time. 
  • Maintain internal control and safeguards for receipt of revenue, costs, program budgets, and actual expenditures. 
  • Implement payment and procurement protocols, including ensuring proper documentation (both hard and soft copies) and adherence to control.
  • Ensure that purchasing decisions align with the approved budget. 
  • Lead project procurement & tender committees to ensure the organization’s financial & logistic procedures & policies are adhered to in each stage throughout the entire procurement process. Manage External annual audit processes and ensure the report has no material weaknesses.



Qualifications

  • Bachelor's degree in accounting & finance and related fields is mandatory. A CPA is highly preferred, demonstrating knowledge in financial management and accounting principles. 
  • At least 7 years of proven work experience as a Senior Finance Officer or similar role, 
  • Solid knowledge of financial and accounting procedures and IPSAS, 
  • Solid technology skills including proficiency in MS Office and some familiarity with cloud-based software,
  • Professional level of verbal and written fluency in English,
  • Excellent analytical and numerical skills,
  • Excellent time management skills,
  • Strong ethics, with an ability to manage confidential data.

Compensation & Benefits

At Splash, we prioritize our mission by offering benefits to support our employees and their families.

  • Splash operates across time zones with flexible work schedules. Team members can set standard hours within their time zone but should be available for occasional off-work. This is balanced by a self-managed schedule allowing personal time.
  • Benefits include 21 days of paid time off, increasing by 2 days each year up to 28 days, 11 paid holidays, and Wellness Fridays (reduced hours on Fridays). Additionally, we offer two weeks of paid time off mid-year during July 4th week and the last week of the year.
  • Medical, dental, vision insurance, and a 401K plan with a 3% match contributions towards .the. National Pension Scheme Authority (NAPSA) .
