Splash is an international development organization founded in 2007 and headquartered in Seattle, Washington, USA. In 15 years, we have reached nearly 1,000,000 children in cities around the world. In 2019, we embarked on an exciting, five-year initiative, Project WISE (WASH in Schools for Everyone), focused on serving over 800,000 children in three major growth cities - Addis Ababa and Bahir Dar, Ethiopia and Kolkata, India - with improved water, sanitation, and hygiene (WASH) infrastructure, WASH behavior change programs, and strengthened school-based menstrual health programs. The Job
Full-time hybrid position based in Nairobi, Kenya.
Position Overview
As the Regional Director of Finance and Operations, you will oversee financial and operational activities for all country offices in the Africa region. This role encompasses strategic planning, financial management, operational efficiency, and team leadership.
As a member of both the Global Finance Team and the Regional Leadership Team, you will provide the necessary leadership and management to ensure that the organization has the appropriate financial infrastructure and systems in place at country programs to support the strategic vision and mission. You will contribute to the development of country programs’ strategic and operational plans and be accountable for ensuring and monitoring delivery against financial plans. You will act as the principal finance business partner to the Sr. Director, Global Finance & Operations and Executive Director, Africa, and conform to Splash’s financial control environment and CFAO standards and objectives.
The Regional Director is responsible for overseeing the financial, operations, and compliance management of country programs and regional office. Emphasis will be placed on maintaining financial, operations and HR management practices and systems that are compliant with local laws, as well as donor requirements, but that are also conducive to effective implementation of country programs.
Reports to the Sr. Director, Global Finance & Operations, and work closely with the Executive Director, Africa.
Roles & Responsibilities
Finance:
- Accurate and Timely Accounting: Ensure that country programs record accounting transactions accurately and timely.
- Monthly Financial Statement Closure: Ensure that country program books are closed on time and accurately monthly.
- Effective Financial Controls: Implement and adhere to country program financial controls.
- Compliance with Local Regulations: Comply with local accounting rules and regulations, as well as Splash’s financial standards.
- Regional Team Visibility: Provide regional team with visibility on the financial health of country programs and provide routine reports to the Executive Director, Africa.
- Internal Financial Reporting: Prepare and review internal financial reports, ensuring that management at headquarters and the regional and country office levels are informed of financial-related issues.
- Technical Guidance and Support: Provide guidance and support as requested by country offices.
- Timely Initiatives and Policies: Ensure timely dissemination of new initiatives and policies to country offices and monitor their implementation.
- Financial Policy Discussions: Contribute to discussions on financial policy issues, including the maintenance and development of the country and global Finance Manual.
- Support for Country Finance and Operations: Support country finance and operations managers in ensuring the completion of annual country audits clean, on time, and accurately.
- Coaching and Mentorship: Provide coaching and mentorship to in-country finance and operations teams, focusing on building long-term local capacity and strengthening internal controls.
Operations:
- Oversee daily operations across multiple locations, ensuring efficient resource allocation and implementing operational improvements.
- Ensure compliance with relevant regulations and internal policies, identify and mitigate financial and operational risks.
- Identify and implement process improvements to enhance efficiency, reduce costs, and improve overall performance.
- Conduct monthly reviews of the financial health and risk identification, proactively identifying potential risks and developing mitigation strategies in conjunction with the Director, Global Finance & Operations.
- Lead the development of country and global operations manuals and various operations policies.
- Collaborate with the global team in designing and implementing an integrated risk management process and framework for the organization as appropriate.
- Assume the role of the risk management focal person for the Africa region, coordinating country risk assessment, identification, and analysis, monitoring the implementation of mitigation actions, and reporting accordingly.
- Coordinate policy and compliance audits, including liaising with internal and external auditors to ensure the conduct and implementation of required audits, and the full implementation of findings and recommendations.
- Collaborate with local accounting or legal firms as necessary regarding office registration and tax-exempt status; track annual registration renewals and tax requirements; and maintain office registration and required employment documentation.
- Collaborate with global and country procurement teams to develop tools and processes for ongoing supply chain risk assessments, identifying areas of compliance vulnerability and risk; and developing and implementing compliance initiative plans for resolving problematic issues.
- Collaborate and develop controls systems and monitoring organizational processes to ensure procurement and contracting compliance with policy and standard operating procedure requirements.
- Ensure regional compliance with all relevant local laws and regulations, including those pertaining to labor, taxes, human resources management, and registration.
Human Resources
- Assist in the country and regional recruiting process.
- Ensure that the recruiting and onboarding process is consistent, compliant, and streamlined.
- Collaborate with the Global HR Manager to ensure that all global HR initiatives are implemented in country offices and regional offices.
Leadership
- Contribute to the development and execution of regional strategic plans, ensuring alignment between financial and operational goals and overall business objectives.
- Manage and develop finance and operations country staff, fostering a high-performance culture and promoting collaboration across teams.
- Provide leadership to country and project administrators to ensure the application of best practices across all teams and the realization of efficiencies.
- Champion adherence to safeguarding, anti-fraud, and ethical procurement policies throughout all financial and operational processes within the Africa region.
Qualifications
Required Qualifications:
- Bachelor’s degree in business, accounting, or a related field is mandatory. A CPA or MBA is highly preferred, demonstrating a superior level of expertise in financial management and accounting principles.
- A minimum of 10 years of experience in international nonprofit accounting and operations management, with a minimum of 5 years of supervisory experience.
- Approximately 20-30% travel is anticipated to country offices within the region.
