Today, Stellar Virtual spans across three states, Arizona, Indiana, and Texas, with new states introduced each year.

Overview
Stellar Virtual is seeking a highly knowledgeable Colorado Virtual School Compliance Consultant to serve as the Subject Matter Expert (SME) supporting the launch of virtual school operations in Colorado. This consultant will provide leadership, guidance, and technical expertise to ensure full compliance with the Colorado Department of Education (CDE) requirements for online schools and programs. The ideal candidate will have extensive experience with Colorado K–12 education law, enrollment and student transfer processes, curriculum approval procedures, Colorado’s K–12 funding structures, and working with Boards of Cooperative Educational Services (BOCES). Familiarity with BOCES oversight, authorizing practices, and partnership models is essential for navigating Colorado’s online program landscape.

Essential Duties

  • Regulatory & Compliance Expertise
    • Provide expert consultation on CDE rules, policies, and regulations governing online schools and programs.
    • Interpret and advise on Colorado education law requirements, including accountability, governance standards, and reporting obligations.
    • Offer guidance on relationships with Colorado BOCES, including authorizing expectations, oversight procedures, and compliance frameworks.
  • Enrollment & Student Transfer Processes
    • Develop and refine enrollment procedures compliant with Colorado’s online program eligibility requirements.
    • Document and optimize student transfer processes, ensuring accurate enrollment counts, residency verification, and compliance with CDE data reporting.
    • Advise on integration of enrollment and transfer workflows into student information systems (SIS).
  • Curriculum Approval & Academic Alignment
    • Provide expert guidance on Colorado’s curriculum approval expectations, including alignment with Colorado Academic Standards.
    • Support preparation and submission of curriculum materials and program documentation for CDE or BOCES review.
    • Advise academic teams on course offerings, graduation requirements, and instructional quality metrics required for online programs.
  • Colorado K–12 Funding & Financial Guidance
    • Provide consultation on Colorado’s K–12 funding models, including per-pupil revenue (PPR), October Count requirements, online student funding rules, and full-time vs. part-time enrollment funding impacts.
    • Advise on how attendance documentation, engagement tracking, and residency verification affect funding eligibility and state revenue.
    • Collaborate with finance and operations teams to ensure budget models reflect accurate Colorado revenue assumptions for online programs.
  • BOCES Collaboration & Authorizing Support
    • Provide guidance on Colorado BOCES structures, including authorizing processes, accountability expectations, and performance frameworks for online schools.
    • Support communication and documentation required for BOCES partnerships, renewals, or program approvals.
    • Advise leadership on how to structure operational and academic systems to meet BOCES oversight requirements.
  • Project Planning & Implementation Support
    • Develop a detailed implementation roadmap for launching Stellar Virtual’s Colorado online program.
    • Identify compliance gaps, risks, and operational considerations specific to Colorado’s regulatory environment.
    • Collaborate across departments to ensure readiness in academics, operations, technology, compliance, and finance.
  • Stakeholder Engagement
    • Serve as liaison to Colorado education agencies, districts, BOCES, and external partners as needed.
    • Prepare summaries, reports, and recommendations for leadership outlining progress, risks, and decision points.


Knowledge, Skills & Attributes 

  • Minimum 5 years of experience in K–12 education, virtual school operations, charter authorizing, or state-level compliance.
  • Direct experience with Colorado Department of Education (CDE) and online school regulations.
  • Demonstrated expertise in Colorado enrollment, transfer, and student data reporting requirements.
  • Strong knowledge of Colorado Academic Standards, curriculum approval expectations, and instructional compliance.
  • In-depth experience with Colorado’s K–12 funding formulas, including October Count and online program funding rules.
  • Experience working with Colorado BOCES, including authorizing processes and oversight requirements.
  • Exceptional communication, documentation, and problem-solving skills.
  • Strong project management and organizational abilities.


Education & Certification Requirements

  • Bachelor’s degree in Education, Public Policy, Educational Leadership, or a related field (Master’s preferred).
