Stellar Virtual was founded in 2019 with one school in Texas. We serve parents of K-12 students, unhappy with their current school, or needing an at-home/flexible learning environment. Today, Stellar Virtual has grown to six schools across three states: Texas, Arizona, and Indiana. Stellar Virtual is committed to going above and beyond for our virtual families.

Technology Aspect
Stellar Virtual does not currently provide all employees or contractors with the necessary equipment (i.e., computers, internet service, telephone, home office setup, etc.) required for employment. Depending on your position, you may be assigned a company-issued device to use throughout your tenure of employment.

Position Overview

The Director of Special Programs will oversee the identification, evaluation, and placement of students from special populations, ensuring compliance with state and federal legislation related to Special Education, Section 504, English Language Learners (ELL)/Emergent Bilingual, Dyslexia, and Gifted & Talented programs. Play a key role in fostering an inclusive virtual learning environment that caters to the diverse needs of all students. This role includes managing Supervisors overseeing special education instruction, assessments, 504/GT programs, dyslexia, MTSS, and emergent bilingual programs.


Essential Position Functions

  • Provide strategic leadership and accountability for Special Programs staff, cultivating a collaborative and growth-oriented virtual team environment.

  • Implement the EOS Model for goal setting, measurable data tracking, and conducting quarterly performance reviews.

  • Monitor student enrollment and staffing needs, ensuring alignment with the department's budget.

  • Maintain compliance with local, state, and federal regulations concerning special education, Section 504, ELL/Emergent Bilingual, Dyslexia, and Gifted & Talented programs.

  • Oversee and coordinate diagnostic assessments to ensure accurate student qualification and service delivery for special programs.

  • Ensure all meetings are scheduled and conducted in compliance with federal and state guidelines.

  • Regularly assess IEP software and monitor student progress, using data to evaluate program effectiveness and make improvements where necessary.

  • Act as the primary point of contact for parental concerns, mediations, and complaints regarding special programs, including liaising with the Indiana Department of Education (IDE).

  • Build and maintain partnerships with various stakeholders, including parents, teachers, and external service providers, ensuring effective support for special program students.

  • Coordinate the hiring and scheduling of related service personnel (e.g., therapists, counselors) to support special program needs.

  • Collaborate with the testing department to ensure all testing accommodations are accurately implemented.

  • Monitor the approval and enrollment process for students, ensuring timely and effective service delivery.

  • Work closely with the data team to ensure accurate data coding for all students within special programs.


Required Skills, Knowledge, and Abilities

  • Strong leadership, organizational, and time management skills, with the ability to effectively manage multiple priorities in a virtual setting.

  • Proficiency in virtual tools such as Google Workspace, LMS, Special Education software, testing software, and reporting software.

  • In-depth knowledge of federal, state, and local laws related to special education and other specialized programs.

  • Experience developing and supporting operational and compliance needs across virtual school environments.

  • Ability to foster and maintain positive relationships with staff, students, and families.

  • Excellent written and verbal communication skills, with the ability to communicate effectively with diverse audiences and facilitate collaborative decision-making.

  • Comfort and adaptability in using emerging technologies that support virtual education.

  • Proactive, adaptable, and able to thrive in a fast-paced, dynamic environment.


Education & Certification Requirements

  • Master’s degree in Education or a related field.

  • Valid teaching certificate with special education certification or a related qualification.

  • Minimum of 8 years of management experience in special education or related special programs.
