Clearance Requirement: Secret (TS/SCI eligibility preferred)
We are currently looking to fill the Senior Defense Trade Analyst role. Responsibilities & other details are listed below:
RESPONSIBILITIES:
- Perform comprehensive reviews, analyses, and evaluations of sensitive defense trade cases across multiple commodity categories such as military electronics, arms, aircraft, missiles, and naval vessels.
- Research, interpret, and apply U.S. arms export regulations, including AECA and ITAR, to license applications and related requests.
- Coordinate interagency reviews and consultations, referring complex or precedent cases to appropriate departments like DoD and NASA.
- Make independent decisions on license approvals, denials, or returns based on regulatory and policy guidelines.
- Serve as Licensing Liaison Officer to multi-lateral regime committees, providing subject matter expertise and representing the office in meetings with government agencies, foreign governments, and industry stakeholders.
- Draft license clauses, congressional notifications, decision memoranda, and other official correspondence supporting arms export licensing and compliance.
- Conduct outreach to U.S. industry, providing guidance on export policies, compliance issues, and regulatory interpretations.
- Lead or assist policy development efforts, including drafting proposed changes to ITAR, USML, and related procedures.
- Oversee licensing data analysis to inform policy decisions.
- Act as a team leader by assigning work, reviewing outputs, and mentoring junior analysts, as delegated by supervisors.
ELIGIBILITY & QUALIFICATIONS:
- Bachelor’s Degree or equivalent combination of education and seven years of experience with AECA and ITAR regulatory matters.
- Strong knowledge of U.S. foreign policy, national security objectives, and legislation affecting arms transfers.
- Experience with DDTC registration, compliance, and licensing processes.
- Demonstrated ability to manage multiple priorities, work under deadlines, and deliver high-quality work independently.
- Excellent verbal, written communication, and interpersonal skills, including presentation experience.
- Proficient with Microsoft Office Suite and collaboration tools (Outlook, Word, Excel, PowerPoint, SharePoint, Teams).
- Ability to travel domestically and internationally as needed.
- Minimum Secret clearance with the ability to obtain Top Secret or TS/SCI clearance upon request.
