About the role

We are seeking an exceptional Underwriting leader with experience working across the underwriting function of a health plan, including the Texas market. Specifically, this individual should have expertise and proven success in various risk assessment methodologies used in self–funding, level-funding, employer stop-loss, and medical underwriting. Relevant experience operating in the small group employer segment is key. Collaboration with other functions of the health plan and resiliency is critical in this role. This individual will interact directly and partner routinely with Sales, Actuarial, and Finance, as well as work in conjunction with third parties including: MGU, TPA, and Network partners. Leveraging Texicare’s mission, vision, and values to guide decision making, while managing the core functions of a developing Underwriting organization, is the balance that must be achieved for success in this role.

Reporting to the VP, Line of Business, the Senior Director of Underwriting will use various risk assessment tools and market strategy to deliver key membership and financial results. This person will also be tasked with helping to create and lead a best-in-class Underwriting organization from quote through enrollment through renewals. This will involve leveraging technologies and third parties to create a differentiated experience for our business partners and customers.

Location: Austin, TX. Hybrid work at Austin HQ on occasion and remote. Travel within Texas and occasionally outside of Texas is required.

In this role, you will:

  • Develop and implement new business and renewal underwriting and pricing strategies that exceed annual financial and membership targets

  • Lead and manage the Underwriting team, outsourced and internal, in meeting quality and turn-around time service standards

  • Oversee and underwrite employer group plans including self-funding, level-funding, fully insured, employer stop-loss, medical underwriting utilizing medical information, claims experience, group demographics, predictive risk tools, and external information

  • Support Sales and represent Underwiring at external broker and group meetings

  • Further refine and evolve risk assessment practices to most efficiently manage our new business opportunity pipeline

  • Further refine underwriting guidelines, documentation, and processes to build a knowledge base across the underwriting organization

  • Collaborate with Sales to develop effective market and retention strategies

  • Collaborate with Actuary to ensure consistency and adequacy in pricing

  • Effectively manage our MGU underwriting relationship

  • Track and report on key performance indicators relating to the underwriting function, such as MLR, profitability, close ratio, and turnaround time

To be successful in this role, you should have:

  • In-depth experience in various health risk assessment and underwriting practices, including use of predictive risk profiling tools

  • Experience managing, leading, and developing an underwriting team

  • Experience using and understanding rating engine components and their interactions

  • Familiarity with underwriting platforms and managing workflows efficiently within established times service goals

  • Understanding of distribution strategies across the industry

  • Experience working with third party vendors to execute contractual agreements

  • An ability to thrive and pivot in a dynamic, fast-paced new growth environment

  • An ability to balance and synthesize multiple inputs to make informed rating decisions within authority guidelines and recognition of when exceptions may be warranted

  • Bachelor’s degree in a related field or equivalent experience required

  • Ten (10) years of diversified underwriting, actuarial, or financial experience in health plan leadership or other industry-related fields

  • At least five (5) years of experience in a management position or equivalent education, training, or experience

  • Master’s degree in a related field preferred
