Position Summary


The Director of Benefits & Product Development is a strategic, people-leader role responsible for defining, executing, and overseeing the organization’s product strategy and benefit portfolio. This leader drives innovation, regulatory compliance, competitive pricing, and market differentiation across all medical and ancillary offerings.

 

The Director holds ultimate accountability for product outcomes and team performance, overseeing the work, coaching, and development of direct reports in the benefits and ancillary product functions. This role ensures the portfolio is aligned with business goals, market needs, and enterprise capabilities, delivering value to members, brokers, and stakeholders, with a focus on innovative solutions tailored to the Texas market.


Essential Job Functions


In this role, you will:

  • Defines long-term product vision, priorities, and multi-year roadmap aligned with enterprise strategy, market needs, and the unique dynamics of the Texas health care market.
  • Oversees the full lifecycle management of medical and ancillary products, including development, optimization, performance monitoring, and sunsetting decisions.
  • Collaborates closely with Sales, Medical Management, and Network teams to understand market needs, broker feedback, and clinical priorities to inform innovative and differentiated product offerings tailored to Texas members and employers.
  • Partners with Actuary and Finance to design competitively priced plan offerings that balance cost, profitability, and incentives for appropriate utilization of services.
  • Leads business case development for new product concepts, benefit enhancements, and ancillary programs, encouraging creative solutions that position the organization competitively in Texas.
  • Ensures the team leverages market trends, competitor insights, and member feedback to drive innovative product improvements.
  • Maintains ultimate accountability for regulatory compliance, accuracy, and clarity of all plan documents, including SBCs, SPDs, COCs, and internal/external collateral.
  • Provides strategic oversight and accountability for all ancillary product offerings, ensuring they are innovative and tailored to meet the unique needs of Texas members.


To be successful in this role, you must have:

  • A bachelor’s degree or any equivalent combination of education, training, and experience. 
  • At least 8 years of experience in product development, benefits, or health plan operations or any equivalent combination of education, training, and experience. 
  • Experience managing product documentation (SBC/SPD), regulatory compliance, and product lifecycle.
  • Strong understanding of health plan operations, benefit design, and pricing strategy.
  • Proven experience leading cross-functional initiatives and teams.


It would be great if you have:

  • A master’s degree (MBA, MHA, MPH).
  • Experience in Commercial, Medicaid, or Medicare Advantage products.
  • Demonstrated leadership experience managing specialists or analysts in a health plan setting.

Location


Texicare offers a flex-hybrid environment centered around collaboration and connection. All employees must reside in Texas. Team members living in the Austin area are expected to work from our office at least two days per week. Those based outside the greater Austin area may work remotely within Texas, with occasional travel to Austin as needed.
