Senior Technical Product Owner

About Texicare:

Founded in 2023 as a mission-driven health affiliate of Texas Mutual, Texicare was created by a group of seasoned healthcare professionals, and is headquartered in Austin, Texas.

Texicare is committed to changing the healthcare landscape by providing small businesses with innovative solutions that increase access to easy-to-use, more affordable, quality health care for Texans and their families. Texicare’s vision is to transform the healthcare ecosystem for the better, helping to create a healthier and happier Texas.  Our healthcare plans were designed to be used, to remove barriers to care, to truly make a difference in people’s lives.

We’re looking for passionate, mission-driven individuals to join us in creating a healthier and happier Texas.

About the role:

Are you a Product guru who loves being close to the action, embedded within a high-performing technical team, where you act as the critical link between business and engineers?  If so, we have an exciting opportunity for you!

You will report directly to the head of Technology, helping our Applications and Data teams translate the needs of the business into discrete pieces of work. You will bring expertise in balancing priorities, working with technical and non-technical partners, managing roadmaps, breaking down big problems, and working in an Agile environment, to help our engineering teams move faster and ship more.

In this role, you will:

  • Own and drive the product vision, roadmap, and backlog for the Application and Data teams while proactively shaping quarterly objectives into sprint-level deliverables with testable acceptance criteria.
  • Collaborate with key stakeholders to clarify edge cases, negotiate scope, and ensure sustainable velocity.
  • Prioritize and sequence software product releases based on business value, technical dependencies, and risk, making tradeoff decisions that balance short-term delivery with long-term platform health.
  • Champion and evolve Agile best practices (Scrum).  Lead ceremonies such as stand-ups, backlog grooming, sprint reviews, and retrospectives.
  • Consult with stakeholders across Sales, Marketing, Ops, and Network to gather initial requirements, align on feedback, and ensure UAT (User Acceptance Testing) is completed post-launch.
  • Translate complex business needs and regulatory, security, and performance requirements into clear technical specifications and workable tickets.

To be successful in this role, you should have:

  • A bachelor’s degree or any equivalent combination of education, training, and experience.
  • At least 4 years of experience as a product-owner, technical product manager or any equivalent combination of education, training, and experience.
  • A proven track record managing boards and backlogs in Jira plus experience shipping SaaS or consumer products.
  • Knowledgeable about modern tech stacks such as TypeScript/Node/Python, Snowflake/SQL, React/Next.js, and Azure, so you can debate trade-offs credibly. If you’re not familiar with all these things, but you bring curiosity and a willingness to learn, we can help.
  • Clear, concise communicator who can tailor explanations to their audience. Be it your engineering teammates or the senior leadership team.

It would be great if you have:

  • Knowledge of the healthcare industry or with regulated systems.
  • A passion for contributing to the improvement of health insurance services.
  • Prior experience working as a software engineer.
  • Familiarity working in a startup or fast-paced product environment.
  • Experience with analytics stacks (Tableau, Sigma, dbt, or similar) to self-serve product metrics.
