The Blackhawk Group is looking for an experienced Business Development Representative – Government Programs to lead strategic growth initiatives across federal, state, and local markets. About the Role


As the Business Development Representative – Government Programs, you will be responsible for identifying and securing government-related business opportunities for The Blackhawk Group. You will lead all aspects of the government capture lifecycle—from opportunity identification and proposal development to contract award and client relationship management. Your work will directly support the company's growth objectives by building strategic partnerships, developing strong agency relationships, and crafting compliant, compelling proposals.


Key Responsibilities:

  • Identify and develop new government business opportunities in aviation, defense, and related markets.
  • Build and maintain relationships with key government agencies, contracting officers, and prime contractors.
  • Lead capture efforts, including competitive analysis, pricing strategy, and teaming arrangements.
  • Oversee proposal development from end to end, including writing, compliance, and coordination with technical and operational teams.
  • Collaborate with internal stakeholders to ensure alignment with company capabilities and strategic objectives.
  • Stay current on government procurement regulations, funding priorities, and trends impacting aviation-related services.
  • Represent The Blackhawk Group at industry events, trade shows, and government forums.
  • Manage government contracts post-award, including compliance, reporting, and relationship management.

Other Non-Essential Functions

  • Support internal development of go-to-market strategies for new government-targeted products or services.
  • Conduct market research and analysis to assess potential new markets and opportunities.
  • Contribute to thought leadership through white papers, briefings, and client presentations.

Pay

The expected salary range for this position is $85,000- $100,000 per year, depending on experience and qualifications. Bonus opportunities may be available based on performance and contract awards.


Location:

Remote, this position requires travel approximately 15–30% of the time.

What You Bring to the Table


Education and Experience:

  • Bachelor’s degree required, preference for Business, Public Administration, Engineering, or a related field.
  • Minimum 3 years of experience in business development, sales, or government contracting—preferably within aerospace, defense, or MRO environments.
  • Minimum 3 years of experience working with U.S. government procurement practices, including FAR/DFARS and military aviation contracts.
  • Experience developing or managing complex proposals and leading bid processes, including RFP/RFQ submissions.
  • Familiarity with turboprop aircraft systems, maintenance, and upgrades (e.g., King Air, Pilatus) is strongly preferred.

Knowledge, Skills, and Competencies:

  • Federal sales experience: Demonstrated success selling to U.S. government agencies.
  • Government relationship building: Proven ability to build trust with federal buyers and contracting officers.
  • Strategic thinking: Ability to align sales strategies with federal needs and funding priorities.
  • Compliance awareness: Solid understanding of FAR/DFARS and federal acquisition rules.
  • Proposal writing and response: Skilled in contributing to compliant and compelling government proposals.
  • Understanding of turboprop aircraft: Familiar with key systems, upgrade paths, and platform specifications.
  • Technical communication: Capable of clearly explaining complex aircraft systems and services to technical and non-technical audiences.
  • Professional credibility: Confident and informed presence in client-facing interactions that builds respect and trust.
  • CRM proficiency: Comfortable using CRM tools like Salesforce or HubSpot to manage sales pipelines and customer engagement.
