Entitlements Director

Tract is a team of digital infrastructure experts dedicated to accelerating responsible data center growth by developing master-planned data center parks with access to pre-positioned power and fiber in key markets where hyperscale and AI demand is going. Position Overview:

The Entitlements Director will be a key position within Tract’s development organization, leading entitlement efforts in selected markets and serving as a primary liaison with local governments, agencies, and community stakeholders. The Entitlements Director will oversee and support the full entitlement process, from zoning and land use approvals to selected permits and development agreements, ensuring that projects align with local regulations and company objectives. This role requires strong leadership, strategic communication, and a proactive approach to navigating complex political and regulatory environments. A strong Entitlements Director candidate brings a proven track record of successfully entitling large-scale commercial, industrial, or mixed-use projects, along with the ability to operate effectively in a fast-paced, entrepreneurial setting. Moreover, they must exhibit tenacity and a results-driven mindset where effective communication and partnership-building with both internal and external stakeholders is key.

Responsibilities:


1. Entitlement Management 

  • Lead multiple entitlement efforts across Tract’s portfolio to secure zoning, land use approvals, and permits for large-scale data center campus developments. 
  • Develop and execute optimal entitlement strategies in collaboration with senior management. 
  • Oversee jurisdictional applications, entitlement schedules, and permit processes to align with project plans and timelines. 
  • Manage external consultants, legal counsel, and technical teams to ensure accurate and timely submittals. 
  • Guide the negotiation and completion of development-related documents, including but not limited to development agreements, proffers, and annexation agreements. 
  • Provide proactive reporting to management on entitlement milestones, risks, and project status. 

2. Government and Regulatory Interface 

  • Engage with local government officials, planning and zoning commissions, and regulatory staff. 
  • Attend and present at public hearings, council meetings, and community engagement sessions to advocate for project approvals. 
  • Coordinate with government affairs to stay aligned on policies, ordinances, and initiatives that may affect Tract’s development activities. 
  • Engage with key influencers, trade associations, and regional development organizations to promote positive entitlement outcomes. 
  • Collaborate with internal teams and external government relations firms to support entitlement advocacy and marketing efforts. 

3. Community Engagement 

  • Represent Tract professionally and positively within the communities where the company operates. 
  • Lead community outreach and manage communications with neighbors, local organizations, and other stakeholders. 
  • Respond to public or government inquiries regarding Tract projects and provide clear, coordinated communication. 

4. Leadership and Collaboration 

  • Collaborate closely with cross-functional teams, including Development, Government Affairs, and Legal, to align entitlement strategies with broader project goals. 
  • Attend select conferences and industry events to maintain relationships and stay informed on emerging trends in entitlement and development policy. 

Baseline Requirements

Education:  Bachelor’s degree in one of the following: Planning, Engineering, Law, or other equivalent.  Master’s degree in Planning, Real Estate Development, Law or Business Administration a plus.  

 

Experience: Minimum 7+ years of experience in entitlements, real estate development, or economic development. Data center, utility, or telecom experience highly desirable.  Specific experience and focus on land use and entitlements required. Applicants with a mix of public and private sector entitlements experience preferred.

 

Travel: This position requires significant time commitment with in-market teams and, therefore, will require meaningful time travel to Tract markets.


This position will be based at Tract’s Denver headquarters.  

 

Expected Salary Range: $150,000 to $200,000 plus bonus
