Job Summary
The Director of Interoperability Technology will lead the strategic development and implementation of interoperability solutions, with significant involvement in the creation of the Washington State Community Information Exchange (CIE). This role will support the Health Care Authority (HCA) in technology procurement and architect a sustainable, open solution for the CIE technology stack. The Director will possess deep experience in healthcare interoperability, a strong understanding of healthcare data, and a comprehensive awareness of the needs of Community-Based Organizations (CBOs).

Strategic Leadership and Vision
The Director of Interoperability Technology will be instrumental in shaping the strategic direction of interoperability solutions, particularly for the Washington State Community Information Exchange (CIE). This involves leveraging deep expertise in healthcare interoperability, data standards like FHIR and HL7, and health information exchanges (HIEs) to architect and implement sustainable, open technology solutions. A key aspect of this role will be to translate complex technical concepts into actionable strategies, ensuring that the CIE's long-term interoperability roadmap aligns with the needs of diverse partners, including Community-Based Organizations (CBOs). The successful candidate will demonstrate a strong commitment to open-source principles and possess the strategic thinking necessary to develop innovative solutions for data exchange.
This role demands comprehensive technical oversight, from technology procurement and vendor management to the design and implementation of intricate interoperability architectures. The Director will be responsible for evaluating, selecting, and negotiating contracts for interoperability technologies and vendor solutions. Proficiency in data governance, security, and privacy best practices within a healthcare context is paramount, ensuring the integrity and confidentiality of sensitive health information. Furthermore, the Director will guide technical teams, promoting best practices in interoperability and employing agile development methodologies for efficient project management and technology implementation.
A critical component of this position involves fostering strong relationships and collaborating effectively with a wide range of partners, especially Community-Based Organizations (CBOs). The Director will possess a deep understanding of the unique operational and data exchange needs of CBOs, ensuring their seamless integration into the broader CIE framework. This requires excellent communication skills to bridge the gap between technical and non-technical audiences, as well as demonstrated ability to identify and address interoperability challenges and technical roadblocks. The Director will lead cross-functional teams, cultivating an environment of collaboration and innovation to achieve shared interoperability goals.
Management Responsibilities
The Director will initially operate as a solo contributor, necessitating strong collaborative skills to work effectively with various partners at the Health Care Authority (HCA), Community-Based Organizations (CBOs), and other healthcare organizations. As the scope of work expands, there is a strong possibility of direct reports being added to the team, requiring the Director to build and lead a growing team.
