Job Summary: The Strategic Advisor will provide consulting expertise to the Program Executive Office (PEO) Medical Systems (MS)/Chief Information Officer (CIO) (J-6) within the Defense Health Agency (DHA). This role involves offering strategic advice on acquisition planning, regulatory compliance, and IT contracting processes. The Strategic Advisor will guide the DHA in developing new acquisition strategies and contracting approaches, ensuring adherence to DoD acquisition regulations. 

Key Responsibilities:

  • Provide acquisition planning and strategic advice to ensure compliance with DoD acquisition regulations.

  • Offer guidance on specific recommendations related to DoD Small Business strategies and acquisition reform.

  • Develop strategies for the acquisition of software, intellectual property, and data rights.

  • Conduct acquisition support training for ITBSR and PEO MS/CIO(J-6) staff.

  • Participate in horizon scanning to identify sector-specific mega-trends that inform Government mission readiness.

  • Engage with emerging tech companies for solicitation and industry events.

  • Advise on agile acquisition strategies to encourage nontraditional emerging tech participation.

Qualifications:

  • Minimum of 15 years of experience in DoD acquisition.

  • Master’s degree or two additional years of experience in lieu of the master’s degree.

  • Expertise demonstrated through leadership in DoD acquisition reform panels or boards, such as:

    • Section 809 Panel (Streamlining and Codifying Acquisition Regulations)

    • Section 813 Panel on Intellectual Property and Data Rights

    • Defense Innovation Board (DIB) Software Acquisition Practices (SWAP)

General Requirements:

  • Security Clearance: Must undergo and maintain a favorable National Agency Check with Inquiries (NACI) or higher.

  • Training: Compliance with DoD and DHA cybersecurity and IT access requirements, including DoDD 8140.01 and DoD 8570.01-M standards.

  • PII/HIPAA Compliance: Completion of mandatory training related to Personally Identifiable Information (PII) and the Health Insurance Portability and Accountability Act (HIPAA) prior to network access.

  • Experience & Leadership: Strong strategic planning, analytical skills, and proven experience in providing strategic advice to senior government officials.

  • Communication Skills: Ability to navigate complex regulatory environments, offer actionable recommendations, and interact effectively with senior government officials and stakeholders.
