Position Purpose

The Trusted Data Sharing Organization (TDSO) Deputy Director serves as a pivotal strategic leader and operational cornerstone within our organization. This executive position drives our mission by expertly balancing technical infrastructure management, regulatory compliance, stakeholder engagement, and operational excellence to deliver measurable results. The role demands both visionary leadership and practical implementation skills to transform our TDSO's mission of secure, compliant, and effective health information exchange into tangible outcomes that meaningfully enhance healthcare delivery and patient outcomes across Missouri.


The MO TDSO is a designated governance entity to oversee the continued development and deployment of our Health Information Exchange (HIE) services within the state in collaboration with existing health information networks.  Velatura is both the operator of the MO TDSO entity and a participating member as Velatura HIE Corporation (VHIEC). The position is currently concentrated on Missouri operations while maintaining readiness to expand into additional markets as strategic opportunities emerge.


A core responsibility of this position involves developing and refining the TDSO's governance structure through thoughtfully designed frameworks that effectively balance competing stakeholder interests while maintaining strict regulatory compliance and ensuring sustainable organizational growth. The Deputy Director will oversee the establishment and maintenance of comprehensive data use agreements, reciprocal support frameworks, participation terms, and appropriate enforcement mechanisms—all critical elements that build trust across the healthcare ecosystem while facilitating valuable, secure information exchange among participating entities.


Duties and Responsibilities

  • Partner with the Executive Vice President, VHIEC to develop and implement the TDSO's strategic plan and operational roadmap
  • Support the development and refinement of governance frameworks, policies, and procedures
  • Represent the TDSO at key meetings, conferences, and stakeholder engagement
  • Oversee day-to-day operations of the TDSO, ensuring efficient and effective service delivery
  • Provide guidance on technical architecture and infrastructure to support TDSO operations
  • Lead stakeholder outreach and education initiatives to drive participation and adoption
  • Ensure TDSO operations comply with relevant federal and state regulations
  • Work with legal counsel to review and negotiate participation agreements, business associate agreements, and other contracts
  • Support the development and management of the TDSO's annual budget
  • Identify and pursue funding opportunities, including grants, contracts, and fee-for-service arrangements
  • Analyze financial performance and develop strategies to ensure long-term sustainability

Qualifications


Required
The ideal candidate will bring a unique combination of strategic leadership, regulatory understanding, and healthcare ecosystem engagement to effectively lead the Trust Data Sharing Organization.


Education and Core Requirements

  • Bachelor’s degree in Healthcare Administration, Public Health, Information Technology, Business Administration, or related field
  • 7+ years of progressive leadership experience in healthcare, health IT, or health information exchange
  • Experience with Trusted Exchange Framework and Common Agreement™ (TEFCA), Qualified Health Information Networks (QHINs), or health information exchanges
  • Understanding of healthcare interoperability standards, frameworks, and technologies
  • Demonstrated ability to manage multiple priorities and projects simultaneously
  • Strong communication and presentation skills with ability to explain complex concepts clearly

Preferred Qualifications

  • Direct experience working with or for a Health Information Exchange (HIE), TDSO, or Qualified Health Information Network (QHIN)
  • Previous experience in a deputy director or senior leadership role preferred.  
  • Demonstrated track record managing complex healthcare IT programs or initiatives in with established relationships in a state's healthcare ecosystem
  • Comprehensive understanding of healthcare interoperability standards (HL7, FHIR, IHE profiles, C-CDA)
  • Experience with healthcare data governance, including privacy and security frameworks (HIPAA, HITRUST)
  • Knowledge of EHR systems and integration approaches commonly used in Missouri healthcare organizations
  • Understanding of public health reporting requirements and interfaces
  • Experience with health data analytics and population health management applications
  • Working knowledge of cloud infrastructure and security requirements for healthcare applications

Missouri-Specific Knowledge

  • Established professional network within Missouri healthcare community
  • Familiarity with Missouri's healthcare landscape, including key providers, payers, and policy initiatives
  • Understanding of Missouri's Medicaid program and related health IT initiatives
  • Knowledge of rural healthcare challenges and interoperability issues specific to Missouri
  • Awareness of Missouri-specific privacy regulations that impact health information exchange
  • Experience working with state government agencies on healthcare IT initiatives
  • Background in healthcare quality improvement or value-based care programs
  • Experience managing during organizational growth and market expansion
  • Grant writing or management experience, particularly with healthcare IT funding
  • Published work or speaking experience related to healthcare interoperability
  • Experience with change management during technology implementations
  • Demonstrated commitment to health equity and improving care access through technology

Working Conditions
Full-time position with flexible working hours (Monday through Friday, 8:00 AM to 8:00 PM Eastern Time)
Occasional travel (up to 25%) may be required to attend conferences and industry events to stay up-to-date on market trends.
