Title: Supervisor – Baggage Handling

Job Summary:
Individuals in this position will provide leadership, supervision, and operational support to Baggage Handlers within the CCSS contract. The Baggage Handler Supervisor acts as a liaison between the organization, Port of Seattle stakeholders, airline partners, and regulatory agencies in support of international baggage operations.
This role has primary oversight of all hourly baggage handling associates, including scheduling, timesheet accountability, recruitment, orientation, training, and workforce development. Supervisors are responsible for ensuring the safe, orderly, and compliant handling of passenger baggage within Federal Inspection Services (FIS) and International Arrivals Facility (IAF) areas. Asset management, equipment readiness, reporting, and execution of contract-related operational programs are also within the scope of this position. Baggage Handler Supervisors coordinate closely with local managing leaders to meet company objectives, contractor expectations, and operational deliverables.
Work Locations, Environment, and Conditions:
These areas are subject to change, expand, contract, or develop in line with agreements with the contract holder and company management. Any work given may involve all or specific areas mentioned below. All work conditions are primarily indoors excluding covered ramp conditions, irregular operations, or contractual changes.
Airport terminal operations in sterile (screened) and non-sterile (public) areas (photo, fingerprint, and background checks required)
Federal Inspection Services (FIS) and International Arrivals Facility (IAF) baggage claim, recheck, oversized baggage screening, and storage areas
Covered ramp or airfield-adjacent baggage drop locations directly associated with international arrivals
Physical Demands:
Ability to stand for extended periods of time up to the entire shift (excluding breaks), including frequent walking that can exceed 8 hours based on business needs.
Ability to push/pull doors up to 20 pounds of force
Ability to push/pull baggage carts, flatbeds, and dollies
Ability to lift, relocate, or supervise handling of baggage and equipment weighing up to 70 lbs using appropriate equipment and PPE
Ability to lift/relocate assets and supplies weighing up to 70 lbs boxed or unboxed

Essential Functions:
Supervise and hold Baggage Handlers accountable for compliance with safety standards, training requirements, and operational procedures
Oversee daily baggage handling operations including tipping and arrangement of luggage, carousel management, oversized and odd-sized baggage processing, if unattended baggage storage, and cart recirculation
Execute and support recruitment, orientation, training, scheduling, and performance management of hourly baggage handling employees
Monitor and ensure proper selection and use of PPE and adherence to approved baggage hygiene and handling guidelines
Coordinate staffing and baggage flow during irregular operations, high-volume arrivals, or limited carousel availability
Oversee asset management including baggage carts, flatbeds, radios, uniforms, and related equipment
Review policies, procedures, and training regularly for accuracy and necessary updates
Prepare and submit required operational and administrative reports
Communicate clearly and professionally, in person or via electronic devices, with employees, contractors, airline partners, guests, and stakeholders
Exercise sound judgment to prevent damage to property, ensure passenger safety, and avoid interference with airport operations
Ensure coordination and understanding of roles during health and medical emergencies, security incidents, and evacuation situations
Competencies: (Knowledge, Skills, and Abilities)
Operation and skilled use of handheld devices such as two-way radios, cellular devices, and tablets
Ability to operate and supervise use of baggage handling equipment including luggage carts, flatbeds, dollies, and mobility assist devices
Ability to utilize software and hardware for scheduling, training, reporting, document creation, performance management, and operational audits, including:
Apple, Android, and Windows-based operating systems
Microsoft Office products (Word, Excel, PowerPoint, Teams, Outlook, SharePoint, Planner, etc.)
PEO systems Rippling
Absorb LMS
Contractor-specific scheduling, reporting, and performance management systems
Fluency in the English language: speaking, listening comprehension, reading, and writing
Minimum Qualifications:
Self-directed and self-motivated, able to work long hours independently with limited supervision
Organized and able to establish, communicate, and enforce processes and procedures
Ability to work flexible schedules as the airport operates 24/7/365, including irregular operations and staffing emergencies
Strong interpersonal, verbal communication, and leadership skills
Conflict resolution, negotiation, and performance counseling skills
Two or more years in a leadership or supervisory role
One or more years of administrative experience
Preferred Qualifications:
Experience working in an airport, aviation services, baggage operations, or logistics-focused environment
Multilingual skills, particularly in languages commonly spoken by international travelers
Experience supporting workforce development, operational change, or culture alignment initiatives
Additional Eligibility Requirements:
Ability to acquire and maintain Port of Seattle and TSA badge credentialing
Ability to acquire and maintain Customs seal credentialing for work in bonded areas
