The Finance & Human Resources Representative performs administrative tasks and services to support the effective
and efficient operations of the Human Resource (HR) and Payroll Departments as well as executing all functions
relative to finances to include management of the program budget, purchase orders, spending allocations, and petty
cash. The Finance & Human Resources Representative communicates and follows-up with employees’ questions and
concerns related to HR functions, responsibilities, and VQ policies and procedures. This position is responsible for all financial functions in the program location, ensuring that the approved budget is followed and no fraud occurs as well as monitoring that expenditures are approved as related to the budget.
ESSENTIAL FUNCTIONS:
● Human Resource Responsibilities:
o Maintains accurate and up-to-date human resource files, records, and documentation,
while maintaining integrity and confidentiality of HR records and conversations.
o Answers frequently asked questions from applicants and employees relative to standard
policies, benefits, hiring processes, etc.; refers more complex questions to appropriate
senior-level HR staff or management.
o Maintains the integrity and confidentiality of HR files and records.
o Performs periodic audits of HR files and records to ensure that all required documents are
collected and filed appropriately.
o Provides clerical support to the HR Department when necessary.
o Acts as a liaison between the organization and external benefits providers and vendors,
which may include health, disability, and retirement plan providers.
o Assists with planning and execution of special events such as benefits enrollment,
organization-wide meetings, employee recognition events, holiday parties, and retirement
celebrations.
● Financial Administrative Duties:
o Verify, code, approve, and balance monthly company cost center spending.
o Review and edit expanse narratives based on budget layout.
o Enter, review, and approve month-end journal entries and account reconciliations on a
timely basis in conjunction with the accounting team.
o Audit and approve payment request vouchers.
o Maintain ordered record keeping of all accounts receivable and utility expenses.

EDUCATION & EXPERIENCE:
● Bachelor's Degree in Finance, Economics, or any business-related fields or equivalent in prior work
experience preferred, but not required.
● 1 year experience in human resources.
● Knowledge of basic accounting principles and Excel.
● Knowledge of local and state laws and regulations.
QUALIFICATIONS:
● Must be 21 years of age or older.
● Flexible schedule (evening, weekends, holidays) to facilitate program services.
● Cleared tuberculosis test results.
● Must be able to pass a drug test.
● Must be able to provide proof of required vaccinations.
● Cleared background checks from appropriate entities, including Child Abuse and Neglect and FBI criminal background.
● Obtain and maintain CPR/First Aid and Crisis Prevention Intervention (CPI) certification.
● Must have a valid driver’s license and be eligible to drive to facilitate program services as required.
WORKING CONDITIONS/PHYSICAL REQUIREMENTS:
● May lift and carry up to 10 pounds frequently, up to 20 pounds occasionally, up to 50 pounds
infrequently.
● Performs tasks that may involve standing or walking 50% of the day; sitting 50%of the day.
● May bend, stoop, reach and grasp as necessary.
The pay range for this role is:
