Wildfire Defense Systems, Inc. (“WDS”) is a Qualified Insurance Resource (QIR) operating the largest private sector wildfire service in the nation, encompassing a 22-state service area and specializing in wildfire education, loss prevention, and wildfire response services. Qualified Insurance Resources are defined as NWCG qualified or equivalent, wildland engines, tenders, hand crews, fire/liaison officers, and personnel working for or contracted by an insurance company with a mission to mitigate impacts on insured structures threatened by wildfire. WDS holds contracts with insurance companies to provide wildfire loss prevention services. WDS fields experienced, highly trained, safety-focused wildfire officers and fire personnel that hold a wide range of Federal Wildfire Incident Command position classifications necessary to meet or exceed all federal wildfire operation standards and codes including all requirements of the National Wildfire Coordinating Group (“NWCG”) or equivalent. WDS is capable of providing more than 180 wildland engines and hundreds of fire personnel and support personnel. WDS has served large and small insurance clients since 2008.

Job Summary

This leadership and management position is primarily administrative in nature (primary mission 85%) and provides leadership, strategic oversight of operations, support/manages logistics, and oversees administrative tasks. Serves as a Wildfire Defense Systems (WDS) regional representative.

The Regional Coordination and Business Manager (RCBM) is responsible to disseminate the vision of the organization while providing leadership, technical management skills, coaching, and mentoring to maximize the readiness of all assigned personnel and resources.

 

During periods of high fire activity, the RCBM may be expected to provide strategic level incident management guidance on site to WDS and Alliance resources when necessary and in coordination with WDS Fire Watch Office staff based on incident complexity (secondary mission 15%).

This position works directly for the National Coordination Manager (NCM) during normal operating hours. When deployed to a fire assignment this position will fall within the WDS incident management chain of command and may be assigned as an Insurance Resource Commander (IRC) to ensure the safety and efficiency of all assigned resources while adhering to established business rules.

Direct Reports may include but are not limited to the Battalion Supervisor (BATS) for Coordination Centers (CC) assigned to the Regional Coordination Center (RCC). The company's organizational structure may change to meet business objectives, which could increase or reduce the number of direct reports to this position.

Duties and Responsibilities

Business Administration and Management (Primary Mission 85%)

The RCBM shall be accountable for ensuring their assigned Regional Coordination Center(s) (RCCs) are maintained in a constant state of constant readiness with a fully trained and deployable ready Firefighter workforce, properly maintained vehicles, and equipment. The RCBM shall regularly supervise, mentor, and lead assigned BATS, both in- person and remotely.

Due to the wide range of WDS employee backgrounds and personalities the RCBM shall interact across a large geographic region with a diverse staff to establish, promote, and require professional conduct by attached staff.


It is imperative that the RCBM has a thorough education and in-depth experience in interpersonal dynamics, human motivational factors, conflict resolution, and management theory combined with a history of success leading a geographically separated staff in an incident management/logistics-oriented industry. The RCBM must carefully balance limited resources with business and fire operation requirements and be capable of communicating complex issues to audiences with diverse backgrounds.

 

The RCBM shall regularly communicate and collaborate with the NCM to ensure all company and RCC goals, objectives, and expectations are met. The RCBM is expected to be a visionary leader who works closely with their supervisor, peers, and FF staff to model, mentor, coach, and facilitate success.

1.  Regional Coordination

·        Provide leadership, oversight, direction, and solutions in the application of standards, methods, and guidelines for all fire operations including providing advice and guidance in the implementation of company policies and applicable operating standards.

·        Ensure readiness of field operations personnel, facilities, material, and equipment.

·        Support, enhance, and implement a robust logistic concept to support assigned resources to meet business and fire operations needs/requirements.

·        Collaborate with regional stakeholders to expand the WDS influence, incident access, promote business objectives, and support to local communities.

·        Responsible for modeling, implementing, supporting, and promoting a professional culture within assigned RCC(s).

·        Provide input for RCC budget development and execution ensuring efficient use of resources and proper documentation of expenses.

·        Conduct regular inspections, reviews, and compliance checks at assigned RCCs to ensure WDS standards are met, metric input, and other requirements are fulfilled.

·        Implement appropriate security requirements to protect WDS personnel, equipment, and facilities.

·        Ensure all assigned personnel are provided professional development opportunities through positive encouragement and promoting Firefighter training programs.

·        Participant in Field Operations strategic planning efforts to promote business improvements.

·        Serve as a Subject Matter Expert (SME) and provide insight, guidance, and support across all WDS departments to ensure companywide success and delivery of customer service.

·        Direct outreach efforts across the RCBM’s area of responsibility to promote WDS and participate in employee recruiting activities coordinating with WDS Human Resources Division.

Incident Management/Coordination (Secondary Mission 15%)

 

1.      Ensure operational readiness and coordinate with RCC management team to fulfill incident response orders safely, efficiently, and effectively.

 

2.      During complex incidents the RCBM may deploy to operate as a WDS Insurance Resource Commander (IRC) as the senior WDS representative on site that may require interfacing with Incident Management Teams and/or Incident Commanders to ensure incident access, support planning efforts, provide mission details, and oversee onsite WDS personnel and resources.

Physical Requirements

·        The physical demands described here are commonly used and must be met to successfully perform the essential functions of this job.

·        The RCBM is regularly required to talk or hear, and must be able to lift to 40+ lbs., reach with arms and hands, bend to pick up items, climb, carry items, and stand for the duration of shift, etc.

·        The position requires good manual dexterity (hand, hand with arm, two hands) and multi- limb coordination. The position requires the ability to quickly move arms and legs. The employee must have good to excellent stamina.

·        The employee may lift, push, pull, or carry objects; use abdominal and lower back muscles to provide support over time with minimal fatigue; and effectively jump, sprint, or throw objects.

·        Ability to successfully pass a DOT Physical.

Position Requirements

·        Basic qualifications (i.e. accredited education, certifications, experience, etc.) any combination of education, experience, and success in a leadership/management role in complex incident response, resource management, or logistics environment.

·        Bachelor’s degree in business administration, Incident/Response Management, or Logistics preferred.

·        Experience level can be a mixture of academic and work background/certifications that

could be considered equivalent to a bachelor’s degree or higher.

·        Project Management experience that demonstrates field operations and logistics management experience such as cost estimating and budget management, project risk control, and resource planning.

·        Proven experience applying principles of the Incident Command System (ICS) consistent with the National Incident Management System (NIMS) is highly preferred.

·        Excellent self-discipline, communication skills, interpersonal skills, and an ability to deal tactfully with a wide range of personalities under minimal supervision.

·        Participative management that advocates teamwork and a positive work environment.

·    A minimum of five years with steady increase in responsibility operating within a complex business and/or the incident response arena.

·   Strong understanding of the English language and vocabulary to efficiently articulate and communicate complex ideas and instructions through both written documents and verbal interactions.

·     Demonstrated experience understanding and implementing a culture of safety consistent with federal, state, and company guidance.

·        Earn/maintain a National Wildfire Coordinating Group (NWCG) Incident Qualification Card (Red Card), which includes completing/maintaining a Wildland Firefighter certification/qualification.

·        WDS will assist with maintaining/gaining firefighting certifications /qualifications.

·        Firefighting, incident management, law enforcement, and military experience as a supervisor is preferred.

·        Experience with building training courses and as an instructor delivering course material is preferred.

·        Must have a valid passport or ability to obtain a passport and be willing and able to work in both the U.S. and Canada.

 

Preferred Knowledge, Skills, Abilities, & Experience

·        Strong working knowledge of MS Office 365, adobe products, and general computer skills.

·        Ability to manage a geographically separated workforce.

·        Ability to learn/understand statutes, codes, and regulations from states that WDS deploys to.

·        Inventory management experience while overseeing a budget.

·        Ability to learn about WDS firefighting concepts and apparatus.

·        Highly effective at communicating complex ideas both verbally and through written instruments.

·        Demonstrated history of understanding and implementing a culture of safety consistent with federal and state guidance provided by the WDS Safety Manager.

·        Have experience making well thought-out decisions that lead to positive outcomes with the assigned WDS workforce that also meets WDS business goals.

Work Hours

·        This is a full-time, FLSA exempt position. It is expected the RCBM will work a schedule that is commensurate with the demands of the position.

·        The full-time schedule will generally be 40 hours per week, 0800-1700 hours, Monday through Friday. Hours worked per week may increase or decrease based on business needs

/goals, travel, fire response activity, and to manage annual work hours.

·        This is a “In Person” position requiring the employee to reside within a 70-mile radius of the assigned CC. Note, relocation assistance may be available for qualified candidates.

·        During peak fire season, this position may require after-hours and weekend work as needed to meet changing conditions and operational requirements.

·        Salaried (FLSA exempt) employees are not eligible for overtime compensation.

 

Supervisory Status

1.  This position supervises others.

·    The RCBM is responsible for the supervision of leadership staff (BATS) and oversee Firefighter personnel (union firefighter workforce) as necessary to maintain an appropriate span of control and meet management objectives.

·        Develop performance standards and expectations with the support of HR and evaluate

assigned staff’s work performance.

·     Collaborate with your supervisor and HR to efficiently address assigned staff’s performance issues.
