Harbor is transforming its compliance operations through intelligent automation. We're seeking a Senior Director, Operations to lead our organizations through this transformation, ensuring our people, processes, and operating model evolve alongside the technology.
Reporting to the Chief Compliance Officer, this leader will oversee operational performance, workforce planning, process optimization, and organizational change while partnering closely with the Sr. Director of Process Engineering, who owns the automation roadmap. Success in this role requires strong operational leadership, experience managing large teams through change, and a track record of driving efficiency in high-volume, accuracy-sensitive environments.
Key Responsibilities
Operational Leadership & Organizational Transformation
- Lead Harbor's Corporate and Nonprofit Compliance Analyst organizations, overseeing workforce planning, operational performance, quality, and service delivery.
- Design and execute the future-state operating model as automation adoption expands across filing and compliance workflows.
- Evaluate team capabilities and identify employees best suited for manual fulfillment, automation-support functions, and future leadership opportunities.
- Lead organizational change initiatives, including role redesign, workforce planning, talent development, and team restructuring.
- Oversee operational ownership of back-office resources and determine how work should be distributed across compliance analysts, automation-supported teams, and operational support functions.
- Build a culture focused on accountability, efficiency, continuous improvement, and operational excellence.
Automation Partnership & Change Management
- Partner closely with the Sr. Director of Process Engineering to ensure operational teams successfully adopt automation-enabled workflows.
- Act as the operational bridge between compliance teams and automation teams, helping translate business requirements into process improvements and automation opportunities.
- Understand automation capabilities, limitations, and future roadmap priorities in order to make informed staffing and workflow decisions.
- Develop operating processes that maximize automation utilization while ensuring appropriate handling of exceptions and complex cases.
- Help identify subject matter experts and operational insights that support future automation development.
Performance Management & Process Optimization
- Establish performance standards, service-level expectations, quality metrics, and productivity benchmarks across all fulfillment functions.
- Continuously evaluate workflows and redesign processes as automation reduces manual effort and creates new operating opportunities.
- Drive accountability through structured performance management, coaching, and leadership development.
- Lead direct reports and management teams through regular operating reviews focused on throughput, quality, capacity, and efficiency.
Cost, Quality & Operational Metrics
- Own operational performance metrics across compliance fulfillment, including quality, throughput, productivity, SLA attainment, and cost-per-filing.
- Partner with Finance and Process Engineering to establish and improve cost-per-filing economics as automation adoption increases.
- Deliver regular operational reporting to executive leadership on efficiency gains, workforce productivity, automation adoption, and service outcomes.
- Identify opportunities to increase output and scalability without proportional increases in headcount.
Requirements
- 7+ years of operational leadership experience, including 3+ years managing managers in high-volume operational environments.
- Experience leading large teams through significant process, technology, or operating model transformation.
- Demonstrated success managing operational organizations in highly regulated, quality-sensitive, or accuracy-driven industries such as financial services, banking, insurance, compliance, BPO, or professional services.
- Proven ability to lead workforce planning, organizational redesign, and change management initiatives.
- Strong experience building performance cultures focused on accountability, productivity, quality, and continuous improvement.
- Experience developing operational metrics, service-level measurements, and unit economics to drive decision-making.
- Strong analytical and communication skills with the ability to partner effectively across operations, technology, and executive leadership teams.
- Compliance industry experience is preferred but not required.

Compensation:
Compensation at the time of offer is based on factors such as skill set, experience, qualifications, and work location. Salary is one part of Harbor Compliance’s total compensation package. Note that the salary range and benefits apply only to U.S.-based candidates.
