Position Summary

The Contract Program Manger’s primary role is to organize, manage, and ensure successful delivery of supporting analytic programs. The Program Manager leads strategic cross-functional analytic initiatives that drive business insights and organizational performance. The Contractor shall provide professional coordination and analytical support services to facilitate technical alignment, schedule adherence, and objective performance measurement between stakeholder groups. The Contract Program shall serve as the primary point of contact and coordinate directly with the Government Lead to ensure successful contract execution and deliverable alignment. The ideal candidate combines program management expertise with a strong understanding of Medical Readiness facility analysis, data-driven decision making, and stakeholder engagement. This position requires the ability to develop efficient strategies, dashboards, and innovative programs to support the organization. The goal of this position is to ensure all MEDCOM programs deliver the desirable outcome to the organization and to clients MEDCOM supports.

Essential Duties and Responsibilities

The following inexhaustive list of duties represents a sample of work routinely performed by this role: 

  • Plan, coordinate, execute, and ensure the successful delivery of facility analytic programs in alignment with Government requirements and priorities.
  • Conduct research, evaluation, and analysis of facility lifecycle management to support Government Client objectives and prioritization efforts.
  • Oversee, direct, and manage Business Intelligence (BI) activities and deliverables related to facility analytics.
  • Manage, integrate, and maintain data in support of the Facility Investment Plan and other Government-directed initiatives.
  • Review, analyze, and validate project data to support accurate, data-driven decision-making by stakeholders.
  • Provide project support services, including developing and maintaining schedules, tracking suspense dates, milestones, ad deliverables, and providing status reports and recommendations to support timely completion of project requirements.
  • Perform advanced analytic functions, including data mining, statistical analysis, and modeling, utilizing multiple Government systems and data sources, including but not limited to SAP/GFEBS, HQIIS, DAIS, BUILDER, ISR, DMLSS, and LOGICOLE.
  • Review and validate all analytic deliverables to ensure accuracy, completeness, timeliness, and compliance with applicable quality standards, including proper grammar and professional presentation.
  • Develop and maintain predictive models and analytic tools to forecast facility requirements, optimize capital planning, and support Medical Readiness objectives.
  • Translate real property and facility analytic outputs into actionable recommendations that support Government mission requirements and Medical Readiness.
  • Plan and facilitate meetings, workshops, training sessions, and stakeholder engagements to ensure alignment on program goals, requirements, and progress.
  • Review, reconcile, and validate real property data across Army systems and external organizational data sources to ensure consistency and support collaborative decision-making.
  • Provide mentorship, oversight, and technical guidance to team members to ensure adherence to analytic best practices and successful project execution.
  • Ensure standardization, interoperability, and strategic alignment of analytic products, tools, and deliverables.
  • Develop, implement, and enhance analytic programs and initiatives to support the Government’s strategic direction.
  • Provide timely, responsive, and professional customer support throughout the period of performance.
  • Establish, document, and implement performance evaluation methodologies to assess program effectiveness and identify areas for improvement.
  • Define, document, and communicate program goals, objectives, performance measures, and outcomes.
  • Manage and oversee the day-to-day execution of multiple concurrent projects, including task tracking, risk management, and issue resolution.
  • Prepare, maintain, and submit all required program documentation, reports, and deliverables in accordance with Contract requirements.
  • Provide regular status updates and briefings to Government stakeholders, including program directors, executives, and senior leadership, as required.


Education, Experience, and Technical Skills

Required Education, Experience, and Technical Skills

  •  Business degree in Business, Analytics, or related field (i.e. Economics, Finance, Computer Science)
  • 5+ years of experience in DoW Medical Facility Programs or Facility Project Management, with demonstrated experience leading data-driven initiatives.
  • 3+ years managing programs or multiple concurrent projects.
  • Demonstrated experience working with Medical Facilities, Real Property or Asset Management data.
  • Ability to balance strategic leadership with hands-on execution.
  • 5+ demonstrated experience working in Microsoft Office Suite.
  • Demonstrated experience working in Business Intelligence tools (Power BI, Tableau, or equivalent).
  • Experience with DoD asset management.
  • Demonstrated knowledgeable in program management methodology and techniques; performance evaluation and change management principles.
  • Demonstrated experience in Medical Readiness Facility conditions and Facility Maintenance.
  • Knowledge of Army Real Property Systems such as HQIIS, DAIS, and ISR.
  • Demonstrated experience in Facilities Lifecycle Management.
  • Must have or be able to obtain and maintain a Real ID or Passport in order to undergo commercial airfare travel
  • Must have or be able to obtain and maintain a valid driver's license


Working Environment

This position operates in a professional office setting. The role routinely uses standard office equipment such as computers, phones, printers, and photocopiers. The work environment is generally quiet and free from exposure to loud noise, hazardous materials, or heavy machinery. Employees are typically seated for extended periods and may occasionally move about the office to attend meetings or access equipment and supplies.


This role also requires periodic travel to project sites, including locations undergoing renovation or active construction. During site visits, the employee may be exposed to non-temperature-controlled environments, construction noise, dust, and other typical conditions found on job sites. Appropriate personal protective equipment (PPE) may be required during these visits, depending on site conditions. While on site visits, an individual in this role will be required to work atypical hours at the request of the client or role demands.


Physical Demands

Sitting/Standing: This is not a sedentary role. This role requires the ability to be on your feet moving around a construction site for most of the day interacting with contractors, contractor representatives, and inspecting the construction work that is being performed.

Walking: This role requires the ability to move about outside in various geographic and building terrains to access a construction site to provide quality assurance services.

Stooping/Kneeling/Crouching/Crawling: This role requires stooping, kneeling, crouching, crawling, and ladder climbing to inspect all aspects of building construction to foundations, crawlspaces, and roofs.

Using Hands/Fingers: This role constantly operates technological office equipment such as laptop, mouse, keyboard, computer monitors, telephones, and scanners, copiers, and fax machines.

Talking/Hearing: This role requires constant communication with others in the organization to exchange information, review information, and make decisions about information.

Seeing: This role requires the ability to see, view, and distinguish all aspects of construction to ensure quality control.

Carrying/Lifting: This role requires lifting up to 30 lbs to transport technological office equipment, safety equipment, and other needed construction items to and from various workspaces.

Home Office Connectivity Requirements for Hybrid & Remote Positions

To ensure reliable collaboration, client service, and secure access to company systems, the Company requires minimum connectivity standards to be eligible or remain eligible to work in a hybrid or remote capacity. Employees working remotely must maintain broadband internet service capable of consistently supporting video conferencing, VPN connectivity, and cloud-based applications. Hybrid or remote work eligibility may be reassessed if connectivity standards are not met. This includes:

 

  • Wired broadband service (cable, fiber, or DSL) with at least minimum 100 Mbps download / 20 Mbps upload
  • Some positions may require minimum 200-300 Mbps download / 25-35 Mbps upload speed

 

Cellular hotspot or fixed wireless cellular services (e.g., T-Mobile Home Internet) may not be used as a primary connection. The Company will comply with all local, state, and federal requirements as it relates to the reimbursement of home internet expenses. Eligibility for reimbursement of home internet expenses is defined in a separate policy.
